## Summary

The Crown Estate is establishing a technical services framework to provide specialist expertise, independent advice and additional capacity for portfolio strategies, operational priorities, projects and wider business needs across its UK portfolio. The work is divided into 13 specialist areas: minerals, telecoms, transmission, oil and gas pipelines, coastal matters, marine infrastructure excluding ports, ports, aquaculture, nature, carbon capture, usage and storage, new energies, offshore wind, and integrated energy. Services include technical and research consultancy, marine surveying and related marine services. This opportunity is relevant to consultancies and technical service providers whose expertise matches one or more of these sectors and who can advise on or support initiatives across a diverse portfolio.

The Crown Estate invited offers through an open competitive flexible procedure. The framework is divided into 13 lots, each with an estimated value of £738,460 excluding VAT (£923,076 including VAT). The overall estimated value is £9.6 million excluding VAT (£11,999,975 including VAT). The tender submission deadline was 26 October 2026 at 12 noon, and the deadline for enquiries was 7 October 2026 at 12 noon. The contract period is 1 April 2027 to 31 March 2030, with renewal options described as 3+1+1+1 and a maximum extent date of 31 March 2033. Evaluation is weighted 80% for quality and 20% for commercial criteria. The framework uses reopening of competition for subsequent contracts.

The Framework is being established to provide access to specialist technical services across The Crown Estate's diverse UK portfolio. It is intended to support the delivery of portfolio strategies, operational priorities and strategic objectives by providing access to specialist expertise, independent advice and additional capacity. The Framework will support specific portfolio initiatives, projects and wider business requirements where additional technical capability is required.
