## Summary

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) bought a replacement Avigilon network video recorder for its animal-holding tanks, where video enables observation of animal behaviour without human interaction. The requirement covered supply, installation and configuration of one rack-mounted server, replacing an unsupported existing server. It needed to support around 18 encoders and 20 users, and work with the existing analogue cameras and encoders. The solution also needed storage for high-definition images, Avigilon software, and a supported Windows Server operating system compatible with Cefas’s security and server-management tools. Delivery and installation are in the United Kingdom; Cefas is based in Lowestoft. The equipment is intended to support camera monitoring used in animal experiments, including conditions set out in Home Office licences.

The procurement is complete and the contract is active. Cefas awarded the single-lot contract directly, below threshold and without competition, to Astron Fire and Security Limited. The award date and contract signature date were 28 September 2026. The contract runs from 29 September 2026 to 17 December 2027. Its value is £19,244.30 excluding VAT (£23,093.16 including VAT). The award covered the supply of a video recorder. The stated technical requirements included a RAID 6 array, storage to retain high-definition images for at least one month before overwriting, suitable Avigilon licensing, and compatibility with existing equipment. The purchase included a minimum 12-month warranty, starting after delivery acceptance and testing, with replacement parts and full server replacement for catastrophic failure. On-site support or remote assistance were options.

This purchase shows Cefas’s demand for a compact, rack-mounted video-recording system that integrates with an established Avigilon and analogue-camera environment. Suppliers competing for a similar requirement would need to demonstrate that their proposed genuine Avigilon appliance can support roughly 18 encoders and 20 users, and that it is compatible with existing cameras, encoders, endpoint protection and server-management tools. Credibility also depends on resilient storage using RAID 6, sufficient capacity for a month of high-definition footage, a supported Windows Server operating system, and appropriate software licensing. After-sales provision matters: the requirement included warranty cover for component failures and catastrophic server failure, with optional on-site or remote assistance. Suppliers should also be able to install and configure the system and handle packaging for reuse, recycling or environmentally responsible disposal. The scale is a single-server equipment supply, rather than a large multi-site deployment.

## Notice

Contract for the supply, installation, and configuration of a new Network Video Recorder to replace its existing server, which has reached end-of-support status. The current system utilises an Avigilon server supporting approximately 18 encoders and 20 users. The camera network comprises of approximately 30 analogue cameras, although they are not all always connected at the same time. The Home Office prefers Cefas to have video capability to be able to view the animals without human interaction, which enables the ability to spot specific behavioural patterns within the holding tanks which cannot be attributed to a prey response or change in lighting. The users of the holding tanks are required to obtain Home Office licences to undertake experiments on animals, and in most (if not all) cases, the use of cameras is laid out within this licence approval. Scope of Requirements: Technical Requirement One rack-mounted server is needed to handle the number of users and cameras specified above, with enough storage capacity for future upgrades to high-definition images with IP cameras. The server must use: a RAID6 array to withstand up to two disk failures enough storage to keep high definition images for a minimum of one month before being overwritten after capacity is reached a modern and supported Windows Server Operating System such as Windows Server 2022 or 2025 Avigilon Server software to ensure compatibility with the existing environment. Environmental Considerations Unit has a low power consumption. Consideration of how packaging will be managed. Ideally at the time of installation the supplier will remove packaging and dispose of by ethical and environmentally friendly methods. Where possible packaging is to be re-used or recycled. Hardware, Software, PC, Licenses, operating systems Avigilon Server software licensed appropriately for 18 encoders and up to 20 client users. Compatibility with existing hardware/software/equipment Compatibility with existing analogue cameras and encoders is essential. The operating system uses a modern, supported Windows Server Operating System to ensure compatibility with Cefas' endpoint protection software and server management tools. Ease of maintenance The supplied solution is a genuine Avigilon hardware appliance. Parts, Consumables and Updates All parts are covered under warranty in the event of failure Warranties and Guarantees Warranties will start from the point of acceptance of delivery and once the goods have been tested to ensure they are in working order. A minimum warranty period of 12 months is included in the purchase. Warranties will include replacements of parts in the event of failure, including disk failures and full server replacement in the event of a catastrophic failure. Options for on-site support and/or remote assistance will be available.
