## Summary

Burnley Borough Council sought a construction professional services framework to support its property, maintenance and capital programmes, covering projects from individual specialist advice to larger refurbishment, improvement and capital works. Services are to be delivered in Burnley. Five specialisms are included: multidisciplinary construction consultancy; conservation architecture for listed and historic buildings; asbestos consultancy; fire engineering; and structural engineering. Multidisciplinary work covers project management, CDM principal designer duties, building and quantity surveying, contract administration and access to wider design disciplines. The conservation lot includes surveys, condition reports, design and listed-building consents. Asbestos work includes surveys, testing, clearance and management advice; fire work includes strategies, risk assessments and external-wall appraisals. The buyer invited offers through an open procedure for a closed framework, with future work awarded with or without reopening competition. Enquiries were due by 2 November 2026 at 5pm and bids by 17 November 2026 at 5pm. The stated evaluation period ended on 21 January 2027. The framework contract period runs from 1 April 2027 to 31 March 2031. The estimated values are £2 million each for multidisciplinary consultancy, conservation architecture and structural consultancy; £200,000 for asbestos consultancy; and £400,000 for fire engineering. Each lot is assessed on quality (70%) and cost (30%). Quality covers understanding of requirements, delivery methodology, health and safety, compliance, social and community benefits, environmental sustainability and framework management; cost assessment covers RIBA work stages, day rates and survey costs.

The opportunity is divided by specialism, and each lot is identified as suitable for small and medium-sized enterprises. It may suit multidisciplinary construction consultancies able to bring together project management, CDM principal designer, surveying and contract administration expertise, as well as specialist firms focused on conservation architecture, asbestos, fire engineering or structural consultancy. The work ranges from surveys and assessments to design, specifications, advice and project support, so suppliers should be equipped to respond across the relevant service scope and to commissions of varying scale and complexity. The quality assessment puts substantial emphasis on a clear understanding of the Council’s requirements, a credible delivery approach, health and safety and compliance, social value, environmental sustainability and effective management of framework work. Cost proposals need to address the relevant RIBA stages, day rates and survey costs.

## Notice

The Professional Services Framework comprises five Lots covering a range of specialist consultancy and advisory services required to support the Council's property, maintenance and capital programmes. The Council intends to utilise the Framework for commissions of varying scale, complexity and value, from individual specialist advice through to support for larger refurbishment, improvement and capital projects.
