## Summary

Burnley Borough Council is inviting contractors to join a framework for planned building, structural and capital works across its commercial property estate in Burnley. The five work areas are general building; work to historic buildings; mechanical installations; electrical installations; and external works and groundworks. Projects may include larger planned and structural schemes, capital works, work on listed buildings, mechanical and electrical upgrades, extensions and groundworks. This is one of three related frameworks the Council is developing to cover property maintenance, construction and professional services. The framework is intended to provide a route for work across the property lifecycle, from major construction projects to supporting professional advice. The opportunity is for construction and building-services contractors able to deliver one or more of these specialist areas.

The Council invited offers through an open procedure for a closed framework, with future work awarded either with or without reopening competition. The framework is divided into five lots, and small and medium-sized businesses are considered suitable for each. The estimated total value is £50 million excluding VAT (£60 million including VAT). Individual lot values excluding VAT are £24 million for general building, £16 million for historic building work, £2 million each for mechanical and electrical works, and £7 million for external works and groundworks. The framework is intended to run from 1 April 2027 to 31 March 2031. The enquiry deadline was 2 November 2026 at 5pm; the tender submission deadline was 17 November 2026 at 5pm. Award was scheduled by 21 January 2027. Quality carries 60% and cost 40%.

This framework may suit contractors specialising in general building, historic or listed-building work, mechanical services, electrical installation, or external works and groundworks; firms may focus on an individual lot. The Council is seeking delivery approaches suited to planned works and larger capital projects across commercial properties, including extensions and structural work. Quality assessment covers understanding the requirements, delivery methodology, health, safety and compliance, social value and community benefits, environmental sustainability, and framework management. Cost assessment uses submitted rates for schedules of work, daywork labour and plant, preliminaries, overheads and profit. Suppliers should therefore be able to demonstrate a sound approach to managing planned construction work, meeting health and safety and compliance obligations, and delivering social and environmental commitments, alongside competitive and clearly presented rates.

## Notice

Burnley Borough Council is preparing to procure three new, related frameworks to cover its maintenance, construction and professional services requirements across its estate: the Reactive Maintenance Framework, the Planned & Capital Works Framework, and the Professional Services Framework. Each framework has a different purpose, supplier profile and award mechanism, but together they are intended to give the Council a joined-up route to market for the full lifecycle of its property-related work - from a day-to-day repair to a major capital scheme and the professional advice that supports it. This Planned Works Council wishes to appoint a number of Contractors across five (5) Lots. The intention is to enter into the Planned & Capital Works Framework agreement in April 2027 for a period of four years. The scope of Services to be delivered under the Framework Agreement will cover larger value planned, structural and capital project works across the estate, including historical/listed buildings, mechanical & electrical capital works, and extensions/groundworks projects.
