## Summary

The Common Services Agency, also known as Public Services Delivery Scotland, procured a framework for sack holders used in different types of waste disposal. It is intended for use across NHS Scotland, including its health boards, special health boards and other NHS organisations, as well as The Prince & Princess of Wales Hospice, Scottish hospices and joint integration boards. Deliveries are for NHS Scotland locations across Scotland. The framework covers the supply of waste and rubbish containers and bins, rather than waste collection or disposal services.

The procurement is complete and a contract has been signed. The open procedure established a framework agreement for one lot, awarded to Trojan Bins, U Group Ltd and Wybone Limited. The contract was signed on 16 September 2026, with a value of £1,304,000. The stated value is based on historical NHS Scotland spending and is indicative, not guaranteed. The framework is intended to run for four years. Bids were assessed on quality and sustainability, weighted at 30%, and price, weighted at 70%. Three bids were received, all from SMEs. The contract is active.

This award shows demand across NHS Scotland and Scottish hospice buyers for sack holders suited to different waste-disposal needs, bought through a multi-supplier framework. Suppliers competing when this requirement returns will need to offer products suitable for varied disposal types and be able to supply public healthcare organisations across Scotland. The evaluation put greater weight on price than on quality and sustainability, so credible suppliers need competitive pricing as well as evidence that their products and approach meet the buyer’s quality and sustainability expectations. Participants were also required to support the development and provision of community benefits. They had to describe recent community benefits delivered in Scotland and their outcomes, and set out proposed benefits for the contract or confirm engagement with NHS Scotland’s Community Benefits Gateway.
