## Summary

NHS England (Midlands) intends to commission integrated healthcare services for HMP Welland Oaks, a new Category B long-term high-security prison in Leicestershire, which will be operated by HM Prison and Probation Service. The services are for the prison’s population of around 1,800 prisoners and are intended to provide healthcare at the new site. This is a prison healthcare service, rather than a general community healthcare contract, so providers should assess their experience and ability to deliver care in a custodial, high-security setting.

This procurement is at the planning stage: NHS England has stated its intention to use the Provider Selection Regime’s Most Suitable Provider process, with the award decision to be made by the Health and Justice Assurance and Improvement Group. The expected contract term is up to five years, including mobilisation, from 1 September 2027 to 30 September 2032. The provider is expected to become fully operational on 1 March 2029, following an 18-month mobilisation; the prison’s first prisoners are expected in March 2029. The estimated contract value is £38.5 million, plus associated mobilisation costs. Further procurement documentation is intended for registered providers through the Atamis messaging service.

The requirement is suited to a qualified and experienced healthcare provider able to establish and run integrated healthcare services in a new, high-security prison. Suppliers should be prepared to plan and resource a substantial mobilisation before patient services begin, then deliver care for a prison population of around 1,800. The buyer’s stated approach is to select the most suitable provider, making relevant healthcare delivery experience and the ability to operate in a custodial environment central to assessing fit. The service’s scale and extended mobilisation phase may suit established providers with the operational capacity to build a service at a new site and sustain delivery over the contract term. The buyer describes the provider as suitably qualified and experienced; no specific accreditation is stated.
