## Summary

National Grid Electricity Transmission is seeking an integrated project management office (IPMO) capability for its major transmission infrastructure portfolio. The procurement combines a digital project-controls solution with related software and IT services. It is intended initially to support the Onshore GGP programme, bringing project and portfolio information together across cost, schedule, risk, commercial management, change and baseline control. The system should integrate data and processes across existing business systems and reporting platforms, improving assurance, visibility and decision-making while reducing manual, fragmented work. It must support auditable workflows, role-based access and portfolio reporting, alongside forecasting, cost management, contingency, payment management and cost-value reconciliation. The initial delivery is for National Grid’s programme; the solution is also intended to accommodate additional programmes and operating models in future.

National Grid invited suppliers to participate through a competitive flexible procedure with pre-qualification followed by a request for proposals. Expressions of interest were due by 26 October 2026 at 12:00 UTC; the buyer stated that procurement documents would follow Ariba onboarding. The single-lot contract is scheduled to run from 5 April 2027 to 4 April 2030, with possible annual extensions of up to two years. The estimated value is £2,389,250 excluding VAT (£2,867,100 including VAT). The award decision was scheduled for 25 March 2027. Evaluation gives 80% weight to functional and technical capability and 20% to commercial pricing and terms. Up to six suppliers may proceed to the proposal stage, then up to three to presentations and demonstrations; negotiations may involve up to two suppliers. Implementation services are optional.

This opportunity is suited to suppliers able to deliver scalable project-controls and portfolio-management software, integrate it with enterprise systems and reporting platforms, and support complex infrastructure programmes. Strong candidates will be able to demonstrate capability across baseline and change control, cost and schedule alignment, risk, forecasting, contingency, commercial and payment management, cost-value reconciliation, analytics and portfolio reporting. The solution must support data governance, quality controls, metadata management, historical retention, multi-currency use, secure role-based access and National Grid’s ownership and control of its data. Suppliers need the technical and organisational resources, systems, relevant experience and financial standing to meet a complex, multi-year utility requirement and applicable legal, statutory and regulatory obligations. The tender also invites details of implementation methods, staffing and costs; implementation work may be awarded in whole, in part or not at all.

## Notice

National Grid manages a portfolio of major transmission infrastructure projects across onshore and offshore programmes. As the scale and complexity of delivery increases, National Grid requires a more integrated and digitally enabled approach to project controls, governance and performance management. The initial phase of the requirement will support the Onshore GGP programme, with the potential to extend to additional delivery programmes and operating models in the future. National Grid is seeking an Integrated Project Management Office (IPMO) capability that provides a consolidated view of project and portfolio performance information across areas such as cost, schedule, risk, commercial management, change management and baseline control. The objective is to improve visibility, assurance and decision-making while reducing reliance on manual and fragmented processes. As part of this requirement, National Grid is seeking a digital solution that supports project controls, commercial, finance, PMO and leadership teams through the integration of data and processes across existing business systems and reporting platforms. The solution is expected to support integrated project controls activities including baseline management, change control, forecasting, contingency management, cost management, cost-value reconciliation and payment management. It should provide auditable workflows, role-based access controls and portfolio-level reporting, while supporting alignment between cost and schedule information through standardised project control structures. National Grid requires a scalable and flexible solution capable of supporting current requirements while providing a foundation for future enhancements in project controls, reporting and analytics capabilities. The solution must integrate with approved National Grid systems and data sources, while ensuring National Grid retains ownership and control of its data. The solution should support appropriate governance, data quality controls, metadata management, historical data retention, multi-currency capability and role-based access management. National Grid is seeking a solution that can evolve over time as business requirements mature and adoption increases, supporting improved portfolio transparency, consistent project controls processes and effective collaboration across multiple delivery programmes and delivery partners.
