## Summary

Burnley Borough Council is seeking contractors for reactive repairs and maintenance across its commercial and operational property estate in Burnley. The framework covers general building fabric and specialist trades, with separate opportunities for building repairs, joinery, plastering, masonry, roofing, cladding, windows and doors, groundworks, decoration, plumbing and heating, electrical and mechanical systems, solar panels, fire and security systems, lifts, asbestos, pool facilities, cleaning, pest control and damp treatment. Work includes repairs, replacement, servicing and making safe, depending on the trade. The procurement is divided into rotation lots for general fabric work and ranked lots for specialist trades, allowing businesses to focus on the areas matching their services. It is a construction works framework for the Council’s property portfolio.

Burnley Borough Council invited offers through an open procedure for a framework agreement, with awards made with or without reopening competition. The process reached tender. The deadline for enquiries was 2 November 2026 at 5pm, and bids were due by 17 November 2026 at 5pm. The stated evaluation period ran to 21 January 2027. The framework is scheduled to run from 1 April 2027 to 31 March 2031. The estimated total value is £3.8 million excluding VAT (£4.5 million including VAT). There are 25 lots: 11 rotation lots and 14 ranked specialist lots. Across the lots, quality accounts for 60% and cost 40%; quality covers understanding, delivery methodology, health and safety, compliance, social value, environmental sustainability and framework management, while cost is assessed using rates and daywork charges.

The opportunity is suitable for small and medium-sized enterprises, and the separate trade lots allow specialist firms to pursue work aligned with their capability rather than covering the whole framework. Relevant experience may include responsive property repairs, planned delivery methods, safe working and compliance, and managing framework work; bidders should demonstrate how they will deliver social and community benefits and environmental sustainability. Some lots require specific credentials: Gas Safe registration for gas and commercial heating, MCS certification for solar PV, compliance with LOLER for lifts and access equipment, and an HSE asbestos licence for licensable asbestos work. Businesses with the workforce and equipment to respond across the Council’s property estate may suit the reactive requirements; specialists can target their own trade, from fire systems and building controls to pest control or waterproofing.

### Lot Information

Rotation Lot 1 - General Building Fabric (Low Value, up to PS10k)

Reactive, low-value (up to PS10,000 per order) general building fabric repairs across the Council's commercial and operational estate: minor building repairs, making good, joinery, masonry, plastering and associated trades.

Rotation Lot 2 - Joinery and Internal Finishes

Reactive repair and replacement of general joinery, internal doors, ironmongery, partitions, ceilings, floor and wall finishes.

Rotation Lot 3 - Bespoke Joinery

Manufacture, supply and fitting of bespoke joinery items, including purpose-made doors, frames, windows, counters and fittings, to match existing where required.

Rotation Lot 4 - Plastering, Rendering and Dry Lining

Reactive plastering, patch repairs, external render repairs, dry lining and partition repairs.

Rotation Lot 5 - Brickwork, Masonry and External Fabric

Reactive brickwork, blockwork, stonework, repointing, lintels, copings and external fabric repairs.

Rotation Lot 6 - Roofing and Weatherproofing (Flat and Pitched)

Reactive repairs to flat and pitched roofs, including coverings, flashings, rainwater goods, roof lights and weatherproofing.

Rotation Lot 7 - Cladding and Rainscreen Systems

Reactive repair, replacement and making safe of cladding panels, rainscreen systems, fixings and associated sealants and flashings.

Rotation Lot 8 - Windows, Doors and Access (General)

Reactive repair and replacement of external and internal windows, doors, glazing, locks, door closers and access hardware.

Rotation Lot 9 - Industrial Doors, Shutters and Barriers

Reactive repair and maintenance of roller shutters, sectional and industrial doors, powered gates, rising barriers and bollards.

Rotation Lot 10 - Groundworks, Excavation, External Surfacing and Hard Landscaping, Drainage

Reactive groundworks, excavation, external paving and surfacing repairs, hard landscaping, and below-ground drainage repairs and clearance.

Rotation Lot 11 - Decoration (Internal and External)

Reactive internal and external decoration, making good and protective coatings.

Ranked Lot 1 - Plumbing, Gas and Commercial Heating (Reactive)

Reactive repair and maintenance of plumbing, hot and cold water, gas installations, boilers and commercial heating systems. Gas Safe registration required.

Ranked Lot 2 - Electrical (General Reactive)
