The work includes identifying and completing C1 and C2 electrical safety remedial work within contractors’ self-certification limits, with evidence of remediation. Work beyond those limits would require variation orders and supporting evidence for approval. Contractors are also expected to provide recommendations, clearly marked as C3, or notes for updating the Trust’s systems where appropriate. Delivery is planned across London, the South East, the South West and North West England. The requirement combines electrical testing and inspection with associated remedial repairs and installation work. This is at the planning stage: the Trust has indicated its intention to procure, but has not invited tenders. It expects to appoint four contractors across the regions, with three covering its southern areas and one covering North West England. The planned contract period is 1 April 2028 to 31 March 2033, with possible extension to 31 March 2038. The estimated value is £60,833,333.33 excluding VAT and £73,000,000 including VAT. The buyer expects to publish a further notice on 29 June 2027. Preliminary market engagement is planned through a questionnaire to be returned by 16 October 2026 at 3pm via In-Tend. This work is suited to electrical contractors with the capacity to inspect and test a substantial housing portfolio across multiple regions, including both domestic and communal properties. Suppliers should be equipped to identify and carry out electrical safety remedial work, self-certify work within their authorised limits, and document completed remediation. They should also be able to prepare evidence-backed variation requests for work outside those limits and provide clear records of unsatisfactory certification for the Trust’s approval. The requirement calls for sound reporting and judgement: recommendations must be distinguished from required work, with C3 recommendations or system-update notes identified clearly.
