## Summary

Bolton Metropolitan Borough Council plans to commission an oral health insight and co-production service in Bolton. The work will explore what helps or prevents families with children under five from establishing good oral health habits, especially healthy, tooth-kind diets and regular toothbrushing at home. The provider will engage priority and underserved communities, gather their views and work with them to shape accessible, equitable, community-led approaches to improving children’s oral health. Intended participants include Eastern European, South Asian, Gypsy, Roma and Traveller communities, children with special educational needs and disabilities, looked-after children, and families in deprived areas. The council’s stated expectation is to publish a further notice on 13 October 2026; this is an indicative publication date, not a deadline for supplier responses. The planned service is intended to identify local barriers and enablers and support co-design with the communities concerned. This work is best suited to a provider able to deliver community engagement and co-production with families of under-fives, and to turn their insight into practical, locally informed approaches to oral health. The council says delivery should use an established network of community partners with direct reach into the priority groups. Strong, trusted relationships and experience engaging underserved communities are central to the proposed approach, including the ability to reach Eastern European, South Asian, Gypsy, Roma and Traveller communities, children with special educational needs and disabilities, looked-after children and families experiencing deprivation. Suppliers with credible community connections and the capacity to facilitate inclusive engagement and co-design are therefore well placed to prepare for this requirement.
