## Summary

Severn Trent Water Limited intends to procure groundworks, trenchless installation and related civil engineering for its mains renewal programme. The work includes horizontal directional drilling, mole ploughing, rock drilling, slurry tankers, trenching, rock-wheel work, planing and vacuum excavation. Most pipe installations are expected to involve pipes 63mm to 250mm in diameter. Severn Trent will plan, schedule and instruct the works, and prepare excavation pits using its own teams; contractors will work alongside Severn Trent personnel. It wants supplier input to shape its sourcing strategy and procurement process; interested suppliers are asked to complete the questionnaire and contact the buyer, with discussions to follow. The buyer expects to establish a closed framework as a long-term solution for the remainder of AMP8, initially supporting the AMP8 period and mains renewal programme. The anticipated contract period runs from 1 September 2027 to 30 August 2031. One lot is planned, with participation identified as suitable for SMEs. The procurement method and evaluation criteria have not yet been set out; the sourcing strategy and some requirements may change after engagement. The engagement response date is the buyer’s expected date for this market consultation, not a tender deadline.

The work is likely to suit civil engineering and utility contractors with practical capability in trenchless pipe installation, groundworks and associated plant-led services. Suppliers able to deliver several of the listed methods—particularly directional drilling, mole ploughing, rock drilling, trenching and vacuum excavation—may be well placed to discuss how the requirement can be packaged and delivered. Experience installing water mains across a broad area, coordinating site activity with the utility’s own teams, and working to planned and instructed schedules is relevant to the proposed arrangement. The buyer is seeking market input to develop a sourcing approach that meets its needs while remaining suitable for a wide supplier group, and has marked the planned lot as suitable for SMEs. Suppliers can use the engagement to inform the eventual design, but it is not a bid stage.

## Notice

Severn Trent intends to go out to tender for its Groundworks, Trenchless Installation and Ancillary Civil Engineering Services requirements for Mains Renewal, with the aim of establishing an in-house framework as a long-term solution for the remainder of AMP8. It is anticipated that Severn Trent will act as both Principal Designer and Principal Contractor under this arrangement. Works will be planned, scheduled, and instructed by Severn Trent, with excavation pits prepared on site by Severn Trent teams. Contractors will work collaboratively alongside Severn Trent personnel. The majority of works will involve the installation of pipes ranging from 63mm to 250mm in diameter. This notice is to invite engagement from suppliers who may be interested in submitting a tender response for a closed framework agreement covering the following; * Horizontal Directional Drilling (HDD) * Mole Ploughing * Rock drilling * Slurry tankers * Trenching * Rock Wheel * Planing * Vacuum Excavation The requirements below initially will be to support Severn Trent's AMP 8 period and Mains Renewal programme, however there may be wider opportunities within Severn Trent's organisation in the future.
