## Summary

Anglian Water Services is seeking suppliers for a ground investigation framework covering works, professional services and groundwater investigations across its water and wastewater operations in the Anglian Water region. The scope spans drilling and intrusive investigations, trial pits and boreholes, field and geophysical testing, groundwater monitoring and pumping tests, laboratory testing, surveying, sampling, reinstatement, reporting, ground modelling and geotechnical consultancy. Specialist work may include investigations of dams, floodplain deposits, peat, contaminated land and former mineral workings. The framework is intended to support major infrastructure, including reservoirs, desalination and water recycling plants, and strategic pipelines, as well as smaller treatment works and network projects. Groundwater investigations also support the operation and security of supply from groundwater assets. Applicable work is expected to meet Yellow Book standards. (Ground investigation work; CPV 45111250)

The buyer invited offers through a competitive flexible procedure for a closed framework, divided into five lots: works and services above £100,000 per call-off; works and services below £100,000; and groundwater works and services below £100,000. The enquiry deadline was 13 October 2026 at 22:00 UTC, and the expression-of-interest deadline was 20 October 2026 at 22:00 UTC. The framework is scheduled to run from 26 February 2027 to 27 February 2032, with options for three one-year extensions, giving a maximum term of eight years. Estimated total framework spend is £29,537,750 excluding VAT. Evaluation for each lot weights technical quality at 50%, commercial pricing at 40% and environmental, social and governance at 10%. Framework appointment does not guarantee call-off work.

The opportunity suits ground investigation contractors and consultancies able to deliver combinations of drilling, in-situ and laboratory testing, groundwater monitoring, geophysical work, site surveying, reporting and geotechnical advice. Suppliers with specialist experience in challenging ground conditions—including contaminated land, peat, floodplain deposits and dams—may match the major-project pipeline, while firms geared to smaller packages and quick turnaround work may suit the lower-value works and groundwater lots. Those lots are explicitly considered suitable for SMEs, and collateral warranties are not expected for them. Providers should be prepared to work under applicable NEC4 construction or professional services call-off contracts; suppliers on the larger works and services lots may be asked for collateral warranties. Call-offs may require the supplier to act as Principal Contractor under the Construction (Design and Management) Regulations 2015. Technical delivery, price and ESG commitments form the stated evaluation basis.
