## Summary

The Police & Crime Commissioner for Sussex seeks a supplier to run a Night Safety Marshal Scheme in Brighton, focused mainly on the city’s nighttime economy and high-harm areas identified by Sussex Police. The service combines patrols with identifying vulnerable people and helping keep them safe, early intervention to prevent serious violence, and reporting lower-level public-order incidents and intelligence about criminal activity to Sussex Police. The supplier must provide scheme management, management information, marshal training, uniforms and equipment. Patrol locations will be directed by Sussex Police. The contract covers one scheme in Brighton, rather than separate lots or multiple locations.

The buyer invited offers through an open procedure for one contract. The deadline for clarification questions was 14 October 2026 at 12:00; bids were due by 28 October 2026 at 12:00. The planned award decision date was 28 November 2026. The contract period is 1 April 2027 to 31 March 2028, with two optional 12-month extensions. The estimated value is £360,000 excluding VAT (£432,000 including VAT). Evaluation gives 75% to technical quality, 20% to price and 5% to social value. Bids may be submitted electronically in English through the Sussex Police In-tend portal; suppliers must register with the portal and Sussex Police to access the tender.

This work suits security providers able to recruit, deploy and manage licensed door supervisors for night-time patrols, with the operational capacity to staff high-harm areas during peak hours. Every marshal must hold valid Security Industry Authority Door Supervisor accreditation; the supplier itself does not need to be an SIA-approved supplier. Teams deployed in each high-harm area must include at least two women among the eight marshals. The specification makes safeguarding, appropriate support for victims, violence prevention, early intervention and reliable incident and intelligence reporting central to delivery. Suppliers also need to provide training, uniforms and equipment, manage the scheme and supply management information to Sussex Police. A workforce representative of the communities it patrols is important to the Authority.
