## Summary

Swindon Borough Council is reopening its existing framework for residential care home placements for people aged 65 and over. It covers standard, enhanced and complex care needs, delivered by residential care homes within the Swindon borough. This is an opportunity for providers not already admitted to the framework, including those unsuccessful in earlier application rounds, to apply to join; current framework providers do not need to reapply. Placements commissioned in the period 1 January to 31 December 2027 are estimated at approximately £12 million; the framework’s potential maximum value is approximately £60 million if all extension options are used. The initial framework term ends on 31 December 2027, with two optional extensions of 24 months each. Applications must meet the minimum selection and award criteria for admission.

This suits established residential care home operators able to provide services within Swindon for people aged 65 and over, including standard, enhanced and complex needs. Providers must be suitably qualified and experienced and meet the Council’s minimum selection and award requirements. They must also accept and operate within the Council’s published fee structure. Admission offers access to placement opportunities through an existing framework, with potential to remain for the rest of its term, subject to any extensions being exercised and continued compliance with contractual requirements. The framework is reopened annually, so providers not admitted in this round may have later opportunities to apply.
