## Summary

NHS Thames Valley Integrated Care Board commissioned an urgent treatment centre in Banbury, providing urgent care and walk-in medical treatment. The service is based at the Fiennes Centre on the Horton General Hospital site. It is a healthcare services contract, rather than a purchase of goods or construction works, and is intended to provide local access to urgent treatment. The centre’s location and clinical service define the core requirement: operating an urgent treatment service for people attending the Banbury hospital site. The procurement was managed on the Commissioner’s behalf by NHS South, Central and West Commissioning Support Unit. This is a continuing healthcare service requirement for the ICB, delivered at a specific hospital location.

The recorded outcome is an active award to Principal Medical Ltd, with an active contract signed on 21 September 2026. The contract is due to start on 1 November 2026, with an initial 17-month term and an option for a further 12 months. The stated expected value is £1,770,833 for the initial term and £1,250,000 for the extension; the full expected lifetime value is £3,020,833. The ICB used PSR Direct Award C, awarding without a prior competition. Evaluation weighted quality at 80% and price at 20%; the quality test was whether the existing provider was meeting its contract and was likely to meet the proposed contract. The PSR text calls this an intention to award and gives 13 October 2026 as the deadline for representations, which conflicts with the recorded signed contract.

For suppliers considering a comparable future requirement from NHS Thames Valley ICB, this award shows that continuity and evidenced delivery against the existing service specification can carry substantial weight. A credible provider would need to demonstrate safe urgent and walk-in care delivery at a hospital site, compliance with safeguarding and NHS service standards, and reliable quality and schedule reporting. The assessment also examined correct local pricing, invoicing and information governance, alongside compliance with service conditions, liability and indemnity, and subcontracting requirements. Suppliers should be able to evidence operational capacity in the required area and a record of meeting contractual requirements; the Commissioner cited Principal Medical Ltd’s satisfactory performance under the existing arrangement. Price mattered, but quality was the dominant weighted criterion.
