## Summary

The London Borough of Redbridge is preparing to recommission an integrated Healthy Child Programme for children, young people and families. The service combines health visiting, the Family Nurse Partnership model and school nursing, providing universal support alongside additional targeted help for families who need it. Scope includes health visiting from pregnancy to age five, school nursing for ages 5–19, the National Child Measurement Programme and an intensive targeted pregnancy and early-years offer. The provider will work across Best Start Family Hubs, family support, maternity, primary care, mental health, special educational needs and disabilities services, and neighbourhood networks. This is at planning stage: Redbridge is preparing a future commissioning exercise, and there is no invitation to tender yet. The council is conducting preliminary market engagement to help shape the specification and service delivery model; questionnaire responses are expected by 16 October 2026. The buyer expects a further notice on 15 January 2027. The procurement is planned as a single lot, with a contract period from 1 October 2027 to 30 September 2032. The estimated value is £25 million excluding VAT (£30 million including VAT). The service is intended to improve public health outcomes through prevention and early intervention, with universal provision and additional support according to need. The final service specification and evaluation basis remain to be developed through engagement.

This will suit providers able to deliver or coordinate a broad community-based child and family public health service, rather than a single standalone clinical offer. Relevant strengths include health visiting, school nursing, pregnancy and early-years support, child measurement, targeted outreach and work with families facing access barriers. Providers should be prepared to integrate with health, education, maternity, mental health, SEND, family support and neighbourhood services, with clear referral and escalation pathways and effective information sharing. The council is seeking views on provider capacity, interest and innovation, and intends to use engagement to identify opportunities for integration and improve local outcomes and reduce health inequalities. SMEs and voluntary, community and social enterprises are identified as suitable participants. This engagement is for market input and service design, not for submitting a contract bid.

The London Borough of Redbridge is preparing to recommission its Healthy Child Programme. The Healthy Child Programme (HCP) provides an integrated Health Visiting, Family Nurse Partnership and School Nursing Service and deliver a full Healthy Child Programme 0-19 years with a focus on working across services and organisational boundaries for babies, children, young people aged 0-19 and their families to improve public health outcomes. The HCP is a prevention and early intervention programme based on a model of "progressive universalism". All families are offered a number of universal services. Additional services are available to those who need them or are identified as being at risk. The service will cover: * Universal and targeted health visiting from pregnancy to age five, including mandated reviews and additional support according to need. * School nursing for children and young people aged 5-19, with appropriate extension to age 25 for care leavers and young people with SEND where required by the final specification. * National Child Measurement Programme delivery. * A locally designed intensive targeted pregnancy and early-years offer to replace the separately licensed FNP model. * Integration with Best Start Family Hubs, Family Help/Families First, maternity, primary care, mental health, SEND and neighbourhood arrangements * Proactive outreach and tailored support for families facing barriers to access, including insecure or temporary accommodation, migration-related vulnerability, language barriers, mental health needs and complex social circumstances. * Co-production, ongoing family voice, improved service visibility and responsive delivery in community and neighbourhood settings. * Clear pathways, step-up and step-down arrangements, information sharing, outcome measurement and contract-management requirements[GE1.1] As part of our commitment to transparent and inclusive commissioning, we are conducting a Market Engagement Exercise to better understand the capacity, interest, and innovation within the provider market.
