Network Rail is undertaking a programme of pre-market engagement to help inform the future strategy for Facilities Management (FM) services across the railway sector. As part of this engagement, we are seeking views from the FM market on a range of strategic, commercial and operational considerations. We are keen to understand current market capability, emerging industry trends, innovative delivery approaches, and supplier perspectives on how Facilities Management services can best be delivered across a large, diverse and geographically dispersed estate. We welcome participation from suppliers across the FM market, including organisations with experience in complex, multi-site environments, critical national infrastructure, public sector estates, transport operations, and other relevant sectors. Network Rail is undertaking this engagement in accordance with the principles of transparency, fairness and proportionality. Information obtained through this exercise may be used to help inform future procurement decisions, requirements development, lotting strategies, commercial structures and contracting approaches. Any contract commencement and expiry dates referenced as part of this engagement are indicative only and remain subject to change. Current assumptions are based on Network Rail exercising the remaining extension options available under its existing Integrated Facilities Management (IFM) contract. Should Network Rail decide not to utilise some or all of those extension options, it reserves the right to bring forward any future procurement activity and associated contract commencement dates at its sole discretion.

Network Rail is undertaking a Preliminary Market Engagement (PME) exercise to inform the development of its future Facilities Management strategy and procurement approach, including consideration of potential future Great British Railways (GBR) requirements and integration opportunities.
Interested organisations are invited to review the opportunity listing and attached Market Engagement Document for further information regarding the scope of the engagement, background context, response requirements and participation arrangements.

In the event of technical difficulties accessing or completing the questionnaire, organisations should refer to the instructions contained within the attached Market Engagement Document available via the opportunity listing.

Following review of responses, Network Rail may undertake further market engagement activities. Current indicative timings for any follow-on engagement activity are from w/c 23 November 2026 onwards (specific dates will be communicated separately at a later stage and remain subject to change at Network Rail's sole discretion).
Participation in this questionnaire does not guarantee participation in any subsequent market engagement activity. Further participation arrangements will be determined by Network Rail based on the responses received and the requirements of the exercise. Organisations that do not respond by the stated deadline may not be considered for participation in future market engagement activities.
