## Summary

UK Research & Innovation (UKRI) intends to appoint a specialist roofing and building-envelope contractor for roofing installation, investigation, maintenance and repairs, together with associated building-envelope works. The service is intended to cover both reactive maintenance and planned refurbishment across UKRI’s requirements in the United Kingdom. UKRI wants a provider able to respond to individual work requirements as they arise, replacing the current approach of procuring each job separately. It is seeking a specialist contractor with direct technical expertise, rather than a general facilities management provider or intermediary. This is at planning stage: UKRI has stated its intention to procure, but has not yet invited tenders. UKRI expects a three-year contract with an optional one-year extension, starting on 1 February 2027 and running to 31 January 2030, with the extension potentially taking it to 31 January 2031. The engagement response date of 21 October 2026 is for market input, not a tender submission deadline. The procurement is planned as one lot.

This requirement is best suited to specialist roofing and building-envelope contractors with demonstrated technical expertise and experience in installation, investigation, maintenance, repairs and refurbishment. Suppliers should be able to provide both planned works and a responsive service for individual reactive requirements, and have the capacity and mobilisation approach to support UKRI’s needs across the United Kingdom over a multi-year contract. UKRI is seeking a direct specialist provider, rather than an intermediary or general facilities management firm, so businesses that can supply the relevant expertise themselves are particularly aligned with its stated approach. ### Planning Information

UKRI is seeking to engage a specialist roofing and building envelope contractor with the relevant technical expertise and experience in roofing, maintenance, repairs and associated building envelope works. The requirement is intended to support both reactive maintenance and planned refurbishment works. The current arrangements require individual works to be procured separately, which can result in additional procurement activity, delays and resource requirements.
The intention is to appoint a specialist provider rather than a general facilities management provider or intermediary, to ensure the required technical expertise is available directly through the contract and to minimise unnecessary additional management arrangements.
The proposed contract will provide UKRI with an established supplier capable of responding to individual requirements as they arise throughout the contract term. 
The anticipated contract duration is three years, with an optional one-year extension, with an estimated total value of £5 million excluding VAT. 
The purpose of this pre-market engagement is to gather market intelligence, validate the proposed service requirements, understand current supplier capability and capacity, explore mobilisation approaches and commercial models, and identify any considerations that should be reflected in the final procurement strategy and Invitation to Tender.
