## Summary

North Northamptonshire Council, working with NHS Northamptonshire Integrated Care Board, is procuring supported living services for working-age adults in North Northamptonshire. The services are for people with eligible needs under the Care Act who have learning disabilities, mental health needs and/or are autistic. The six lots cover standard and enhanced provision for each group: learning disabilities, mental health needs and autism. Providers in the tertiary category are called on when primary or secondary providers cannot meet an individual’s needs, lack capacity, or are declined; enhanced tertiary provision is a fallback when enhanced providers across the specified needs cannot meet the person’s needs or choice. The council invited tender responses through an open procedure to reopen its framework in 2026. The tender submission deadline was 28 October 2026 at 12:00 UTC; the stated award decision deadline was 1 December 2026. The framework is scheduled to run from 1 January 2027 to 31 March 2030, with two optional 12-month extensions and a maximum duration to 31 March 2032. Its total estimated value is £303 million excluding VAT (£363.6 million including VAT). The six lots are divided by support need and standard or enhanced level; each lot has its own estimated value. Quality is assessed on a pass/fail basis for this reopening. The Light Touch Regime applies, and this is an open framework with call-offs both with and without reopening competition.

The opportunity is suited to supported-living providers able to deliver person-centred services for working-age adults with learning disabilities, mental health needs or autism, including people whose eligible needs cannot be met by primary or secondary providers. Suppliers can target the specific population and service level matching their expertise: standard or enhanced provision across the three needs groups. The framework is also marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises. The service is organised as a fallback tier, so providers need to be able to respond to individual requirements when other providers cannot meet need, capacity or choice. Please note this is a Framework reopening 2026. The Services covered by this contract are for Individuals who have a Learning Disability, Mental Health Needs and/or who are Autistic, and who have been assessed as having eligible needs under the Care Act. The Council act as the lead commissioner for these services, in partnership with Northamptonshire Integrated Care Board (ICB). The following Lots detail the Services being procured: Lot 1- Individuals with Learning Disability 1 (a) - Standard - Tertiary Providers 1 (b) - Enhanced - Tertiary Providers Lot 2- Individuals with Mental Health Needs 2 (a) - Standard - Tertiary Providers 2 (b) - Enhanced - Tertiary Providers Lot 3- Individuals who are Autistic 3 (a) - Standard - Tertiary Providers 3 (b) - Enhanced - Tertiary Providers The Council is setting up the Framework Agreement for an initial period of 48 months, with the option to extend for two additional periods of 12 months each, for a maximum duration of 72 months (4+1+1 years).
