## Summary

Manchester City Council is seeking a service to transfer and transport bodies for HM Senior Coroner. The work is required to meet the statutory duty to ensure bodies are moved safely and with dignity, following the Coroner’s direction, within the Coroner’s jurisdiction. This is a funeral and related service, delivered in Manchester. The requirement is for one service lot and is intended to support the Coroner’s casework rather than general funeral arrangements.

The Council invited offers through an open procedure. The tender submission deadline was 11am on 26 October 2026, and clarification questions were due by 11am on 16 October 2026. The contract is scheduled to run from 1 March 2027 to 1 March 2030, with an option to extend for a further two years, to 29 February 2032. The estimated value is £1 million excluding VAT (£1.2 million including VAT). Bids are assessed on quality (30%), social value (20%), environmental performance (10%) and price (40%). Economic and technical selection requirements apply; further criteria are set out in the tender documents.

This opportunity is suited to suppliers able to provide reliable, sensitive body transfer and transport for coronial cases, maintaining safe and dignified handling and following the Coroner’s directions. It calls for operational capacity to serve the jurisdiction over a multi-year contract, with the ability to meet the service requirements and maintain continuity if the extension is taken up. The Council has marked the opportunity as suitable for small and medium-sized businesses and voluntary, community and social enterprises. Bidders should be prepared to demonstrate economic and technical suitability and to compete on service quality, social value, environmental performance and price. The requirement may suit funeral and specialist transport providers with relevant experience delivering regulated, time-sensitive services.

## Notice

As per the Coroners & Justice Act 2009, there is a statutory requirement to have processes in place for the HM Senior Coroner to ensure the safe and dignified transfer and transport of bodies within the jurisdiction as per the Coroners' direction.
