## Summary

Network Rail Infrastructure Limited is developing a framework for survey services across its UK railway infrastructure. The work is intended to support railway development, maintenance, renewal and enhancement. Potential services include topographical, measured building, utility, ground-investigation support and rail-infrastructure surveys, as well as survey data capture and management, digital surveying and remote sensing, and related reporting and deliverables. The framework is expected to cover Network Rail’s infrastructure portfolio, with delivery across the United Kingdom. The scope is still being developed and is expected to be confirmed after market engagement. This is a surveying and data services requirement for suppliers able to work across railway assets and provide the relevant survey outputs.

The process is at planning and the buyer is conducting preliminary market engagement; there is no invitation to tender at this stage. Network Rail expects to procure a single-lot framework agreement, using a utilities procurement regime. The estimated value is £15 million. The anticipated contract period runs from 1 March 2027 to 1 March 2032, with a possible extension to 1 March 2034. The buyer expects to publish the next notice by 30 November 2026. For market engagement, interested suppliers are asked to email the procurement team to receive a questionnaire; the stated date for this engagement activity is 2 November 2026. The final scope will be informed by engagement. The lot is identified as suitable for SMEs and voluntary, community and social enterprises.

This requirement may suit surveying firms, including SMEs, with the capacity to support work across a national railway infrastructure portfolio and a range of survey disciplines. Relevant experience could include topographical, measured building, utility, ground-investigation support or rail-infrastructure surveys, alongside survey data capture and management. Suppliers with digital survey and remote-sensing capabilities, and the ability to produce associated reports and deliverables, may also be well placed as the framework scope is developed. ## Notice

Network Rail is undertaking preliminary market engagement in relation to a proposed High Output Surveys Framework. The proposed framework is intended to support the provision of survey services across Network Rail's infrastructure portfolio, supporting the development, maintenance, renewal and enhancement of the railway. The requirement is currently under development and the final scope has not yet been determined. The framework is expected to support a range of survey activities that may include, but are not limited to: * Topographical surveys. * Measured building surveys. * Utility surveys. * Ground investigation support surveys. * Rail infrastructure surveys. * Survey data capture and management services. * Digital survey and remote sensing technologies. * Associated survey reporting and deliverables. The final scope will be confirmed following completion of market engagement activities.
