## Summary

Northumbria Healthcare NHS Foundation Trust is planning a solar photovoltaic and battery energy storage system for Wansbeck General Hospital. The project is intended to make more efficient use of the hospital’s existing energy centre, reduce energy costs and cut carbon emissions. It is undertaking preliminary market engagement to shape the procurement strategy and draft contract. Suppliers are invited to complete a questionnaire through the Atamis supplier portal; the Trust says responses will not be scored or count towards any future tender requirement. The stated return time is 17:00 on 16 October 2026, and the Trust reserves the right to extend it. The planned contract period runs from 1 April 2027 to 31 March 2041. The Trust expects a payment model based either on a fixed share of savings or a flat annual fee. No competition procedure or evaluation basis has yet been set out.

The project is likely to suit energy-service providers and renewable-energy contractors able to design, install and operate combined solar PV and battery storage at a hospital site. Suppliers should be capable of delivering containerised, modular storage that can be relocated or expanded, and integrating generation and storage with a high-voltage network and future renewable assets. The commercial model calls for a provider able to fund the installation without capital investment from the Trust, cover ongoing servicing and operation without charging the Trust for those costs, and structure remuneration around verified savings or an annual fee. Measurement and verification capability will be important: the Trust wants evidence of system performance and savings. The planned long-term service arrangement may suit suppliers able to support and maintain energy infrastructure over an extended period.

## Notice

The Trust aims to ensure the existing on-site energy centre is used as efficiently and effectively as possible in a manner that reduces energy costs and carbon emissions. The Trust is therefore seeking to install a battery storage and solar PV solution at Wansbeck General Hospital with the following requirements: - A containerised, modular system fort he Battery Storage capable of relocation and expansion, if required. - A cost model whereby the Trust makes no capital investment and pays no ongoing servicing/operational costs and the Trust is paid a fixed percentage of the savings or a flat annual fee. - Integration with the Trust's HV network and any future renewables. - Measurement and verification services to demonstrate performance of the installed solution and the associated savings achieved.

Suppliers should note that this preliminary market engagement is not a call for competition but is 
a request for information only and responses will not be scored or count towards any requirement to 
submit a formal tender, for any future opportunity. Should the Contracting Authority decide to 
proceed with the procurement Suppliers will need to express their interest in any future tender 
opportunity which may be published in Find a Tender Service
The contracting authority is conducting a preliminary market engagement exercise to inform its 
upcoming requirements.
Interested parties are invited to participate by completing a questionnaire, which will help shape 
the final procurement strategy and draft contract.

17:00 on 16th October 2026.
