The service will be delivered by experienced children’s home providers and is intended to offer safe, supportive, high-quality homes. Two delivery models are planned: two two-bedroom homes owned by the Council and operated by a provider, and two two-bedroom homes owned and operated by a provider. The procurement is for children’s residential care services, classified under health and social work services. The homes will be located in Torbay. The Council is seeking to work collaboratively with providers to shape local provision and develop partnerships for mobilisation and service delivery. This is at the planning stage: Torbay Council has set out its intention to procure, but has not invited tenders. It expects to publish a further notice by 19 October 2026. The Council plans a virtual market engagement session on 9 October 2026, from 13:30 to 15:30, to share its vision, gather provider feedback and discuss the service model, procurement approach and partnership working. Expressions of interest in attending are requested by noon on 8 October 2026 through ProContract’s messaging facility. The estimated procurement value is £24,299,351 excluding VAT, or £29,159,221 including VAT. The stated lot has an anticipated contract period from 7 September 2027 to 6 September 2030, with a possible extension to 6 September 2032. The programme is aimed at experienced providers of Ofsted-registered children’s homes, including organisations able to operate small, two-bedroom homes and support children and young people in local settings. The two models create scope for providers with the capacity to operate homes owned by the Council, as well as providers able to own and operate their own homes. The Council is seeking expertise, experience and innovation in residential care, and a collaborative approach to designing high-quality provision. Providers interested in influencing the service model, procurement approach and partnership arrangements during mobilisation and delivery may find the planned engagement useful preparation. The single stated lot is marked as suitable for small and medium-sized enterprises. ## Notice Torbay Council is embarking on an exciting programme to develop new children's residential homes within Torbay. We are seeking to work alongside experienced Ofsted-registered Children's home providers to develop new local residential provision that enables children and young people to remain closer to their families, communities and support networks. We recognise the significant expertise, experience and innovation that residential care providers bring and we are keen to work collaboratively and build strong partnerships with organisations that share our ambition to create high-quality homes where children feel safe, supported, valued and able to thrive. This contract is being split into two Lots and through this programme, Torbay Council intends to develop four new children's homes through two complimentary delivery models, creating opportunities to work with experienced providers in bringing high-quality local residential provision to Torbay: * Lot 1: Two Council-owned, 2-bed, provider-operated children's homes. * Lot 2: Two Provider-owned, 2-bed, provider-operated children's homes. ### Planning Information The aim of the engagement session on 09 October 2026 at 1330 until 1530 is to: • Share Torbay Council’s vision for developing local children’s residential provision • Learn from providers’ expertise and experience • Seek feedback to help shape the service model and procurement approach • Explore opportunities for partnership working throughout mobilisation and delivery • Discuss how we can work together to achieve the best possible outcomes for children and young people.
