## Summary

NHS England is commissioning an Enhanced Mental Health Pathway for adult victims and survivors of sexual abuse or assault whose complex trauma-related mental health needs cannot be met by existing services. The service provides specialist consultation, assessment and intervention. It also supports the wider care system through partnership working, training, co-production and specialist consultation. The work is a specialist health and social care service, delivered in Norfolk and Suffolk. It is intended to maintain provision of an existing service and requires expertise in complex trauma and in supporting people affected by sexual abuse and assault.

The process used the Provider Selection Regime and a Direct Award Process C, without a competition. Norfolk and Suffolk NHS Foundation Trust was selected as the existing provider. The contract is active and was signed on 14 September 2026. Its stated value is £1,425,318. Services are scheduled to run from 1 April 2027 to 31 March 2030; the lot description also states a 12-month term with two optional 12-month extensions. The assessment gave equal priority to five key criteria: quality and innovation, value, integration, collaboration and sustainability, improving access and reducing health inequalities while facilitating choice, and social value. Basic selection criteria were assessed on a pass/fail basis. One bid was recorded.

For suppliers seeking comparable future work from NHS England, this award shows demand for a specialist pathway serving adults with complex trauma-related needs following sexual abuse or assault, alongside support to the wider system. A credible provider would need to demonstrate satisfactory delivery of an existing service and the ability to sustain the required standard of care. Relevant strengths include specialist consultation, assessment and intervention, effective partnership working, training and co-production. The assessment also valued quality and innovation, value, integration, collaboration, sustainability, improved access, action to reduce health inequalities, patient choice and social value. The selection route was a direct award to the incumbent under the Provider Selection Regime, so evidence of continuity, performance and readiness to meet the service requirements was central to the decision.
