## Summary

Registers of Scotland buys secure mail collection and delivery across Scotland, including next-day delivery of legal documents to solicitors and agents. The service supports the organisation’s obligation to deliver documents to its customers. Tracked mail must also be available for occasional use. The stated delivery location is 153 London Road, Edinburgh, with the service covering Scotland. This is a specialist postal and courier service rather than general mail handling: suppliers need to transport sensitive legal correspondence securely and provide dependable collection and delivery across the country.

The procurement is complete and the contract is active. Registers of Scotland used a limited award procedure without a published competition, on the stated basis that DX was the only company able to provide the required service in Scotland; it said Royal Mail could not guarantee next-day delivery. DX Group Ltd was selected. The award date is not provided; the contract was signed on 26 September 2024. The contract value is £78,036.67. The procurement was arranged as one lot. The service requirement includes next-day delivery, and tracked mail must be available occasionally. The recorded rationale cites DX’s position following its acquisition of Legal Post.

For suppliers assessing comparable work from Registers of Scotland, this award shows demand for a secure, Scotland-wide service capable of delivering legal correspondence to solicitors and agents by the next day, with occasional tracked mail. A credible competitor would need to demonstrate reliable nationwide collection and delivery, secure handling of legal documents and operational capacity to meet urgent delivery commitments consistently. The buyer’s stated reason for selecting DX was that it believed only one provider could meet the requirement within Scotland, while Royal Mail could not guarantee next-day delivery. Suppliers seeking to compete when this requirement returns to market would therefore need clear evidence that they can match or improve on those service capabilities.

## Notice

Secure Mail delivery and collection throughout Scotland. Next day delivery is imperative due to our obligations to our customers. Tracked mail is also an option we use occasionally and must be available.

### Lot Information

Lot 1

We are looking to put a contract in place for a secure mail delivery service encompassing next day delivery for Registers of Scotland. We have an obligation to deliver to a number of solicitors and agents and often contain legal documentation.

### Procurement Information

We believe that there is only 1 company who can provide the service that we require within Scotland and that would be DX. Legal Post used to offer a similar service but were bought by DX and now they hold a monopoly on this service. We use Royal Mail for other services but they cannot guarantee next day delivery for example.
