## Summary

Islington Council intends to appoint two contractors to carry out specialist adaptations, installations and repairs in council tenants’ homes for residents with disabilities or other vulnerabilities. The work is intended to help residents live independently and enable carers to provide care at home. The council’s Occupational Therapy Team assesses residents’ needs and recommends adaptations; its Adaptations Team surveys each property, prepares a specialist scale drawing and allocates the works to a contractor. Repairs to existing adaptations are also included. The council is a landlord to around 35,000 tenants across the borough, and delivery is across Islington, London. This is a building and property adaptation works contract, covering both new installations and repairs to specialist existing equipment.

This is at the planning stage: the council has stated its intention to procure, but has not yet invited tenders. It expects to use an open procedure, with a planned tender notice on 11 November 2026. The stated tender submission deadline is 9 December 2026 and the expected award date is 1 February 2027. The estimated value is £7,177,600 excluding VAT (£8,972,000 including VAT). There is one lot, and the council plans to appoint two contractors. The initial contract term is expected to run from 1 June 2027 to 31 May 2029, with an option to extend by up to 24 months, to a maximum end date of 31 May 2031. Evaluation is weighted 60% quality and 40% price. Small and medium-sized businesses are considered suitable.

This work is likely to suit building and adaptation contractors able to deliver installations and repairs in occupied homes, responding to individual residents’ assessed needs and property surveys. Suppliers should be prepared to work from specialist scale drawings and coordinate with the council’s Occupational Therapy and Adaptations teams. The scope calls for both fitting new adaptations and maintaining or repairing existing installations, so relevant experience across the installation and repair lifecycle will be useful. The council intends to appoint two contractors, making this a substantial, multi-year programme across its housing stock. The stated suitability for SMEs indicates that smaller providers may be able to compete, alongside larger firms with the capacity to manage repeated, resident-specific jobs across the borough. The council’s evaluation places greater weight on quality than price, so demonstrable service quality and delivery capability will matter.

## Notice

The council seeks to procure two (2) contractors to deliver specialist adaptations including installations and repairs for residents with vulnerabilities and disabilities. These new contracts will be for a period of up to forty-eight (48) months (four (4) years). The council is a landlord to around 35,000 council tenants living in homes located across the borough. Within these homes, council tenants or household members may have disabilities that require their home to have adaptions carried out to enable and maintain independent living or allow carers to provide caring duties within the home. In addition, specialist adaptations and repairs are carried out to existing installations where required. The Occupational Therapy Team within the Health and Social Care Directorate assess residents' needs and make recommendations for any adaptations following referrals to their team. These recommendations are then submitted to the Adaptations Team within the Repairs service, who will attend the property to survey how the recommended adaptations can be implemented. Following the survey a specialist scale drawing is made of the adaptations required and is allocated to the contractor to carry out the works.
