## Summary

The Ministry of Defence is developing the Land Integrated Operating Services programme to transform support for land vehicles and equipment. The planned services cover the Integrated Readiness Output Contract (IROC) and Other Platforms and Services (OP&S), including upkeep, updates and upgrades, equipment support through life, and post-design and other support services. IROC is intended to cover a broad range of in-service land equipment and bring together support across Defence; OP&S is intended to support platforms outside platform-specific support contracts, including platforms continuing beyond 2030 without planned upgrades or updates. The scope is still being developed, and the work may ultimately be procured through more than one contract. The service category is repair and maintenance of military vehicles. Delivery is across the UK.

This is at the planning stage: the Ministry has completed preliminary market engagement and is sharing common themes from industry responses and programme updates, rather than inviting tenders. It expects to decide its procurement strategy as the scope matures; there may be two or more procurements. The indicative contract period is 1 April 2030 to 31 March 2045, with possible option years. The stated indicative value is £3–7 billion including applicable VAT. The buyer expects to publish a further notice on 24 August 2027. An industry briefing is planned for 14 October 2026, with questions due by 8 October 2026; these are engagement dates, not bid deadlines. No evaluation criteria or supplier eligibility conditions are set out at this stage.

The programme may suit suppliers with the capacity to provide long-term, through-life support for a wide range of land vehicles and equipment, and to combine maintenance with updates and upgrades. Relevant strengths include managing equipment support proactively against capability plans, coordinating services across Defence, and reducing duplicated work while improving efficiency across support functions. OP&S may also suit providers of post-design services and support for platforms outside dedicated platform contracts, including continuing support where no upgrade programme is planned. The buyer is seeking output-focused support and sustainable efficiencies, including economies of scale and better use of non-OEM support. The final service scope and procurement structure are still being developed, so suppliers can use the planned engagement to understand the programme direction and prepare for future procurement activity. No specific accreditations or qualifications are identified.
