## Summary

Scottish Procurement, part of the Scottish Government, is planning a national framework for desktop client devices for Scotland’s public and third sectors. The core requirement is desktop computers, with associated supplies and services; the scope may also include displays, peripherals, computer components, installation, hardware advice and other computer-related services. The existing mobile-device framework covers laptops, notebooks and similar portable computers. Scottish Procurement is asking the market whether bringing desktop and mobile devices together in one framework would be viable or desirable. The framework is intended for public and third-sector bodies across Scotland. It is a collective purchasing arrangement, rather than a requirement for a single named organisation, and the market’s views will help shape the sourcing strategy.

This is an early planning process: Scottish Procurement has begun work on the relet and is gathering supplier and industry views through a Request for Information. The buyer expects to publish a further notice on 30 April 2027; this is an indicative date, not a bid deadline. The estimated value is £150 million for the desktop-device framework only, not for any potential combined desktop and mobile arrangement. The existing desktop framework is due to expire on 31 August 2027. The current mobile framework is due to end in November 2027, with extension options that could run to November 2029. The RFI was to be returned by midday on 19 October 2026. The planned approach is a national collaborative framework; no tender invitation or evaluation criteria are set out at this stage.

This preparatory engagement is relevant to suppliers able to provide desktop computers at public-sector scale, alongside the associated equipment, supplies and support services. Manufacturers, distributors, resellers, systems integrators and service providers may have useful commercial or operational insight, particularly if they can address both desktop and mobile client devices. Suppliers with experience supplying Scottish public bodies through collaborative frameworks are well placed to comment on delivery models, product ranges and support requirements. Scottish Procurement is seeking input on whether the desktop and mobile frameworks should be combined, so businesses with capability across both areas can help inform the sourcing strategy. The buyer describes the engagement as non-competitive and non-judgemental. It is for market preparation, not a competition, and participants bear their own costs of taking part or attending information meetings. No specific accreditations or technical qualifications are identified.

## Notice

Scottish Procurement intends to establish a national collaborative framework for the provision of Desktop Client Devices and supporting supplies and services for the Scottish public sector. The current single supplier framework is due to expire on 31 August 2027.

### Lot Information

Lot 1

Scottish Procurement intends to establish a national collaborative framework for the provision of Desktop Client Devices and supporting services for the Scottish public sector. The framework will primarily provide a core range of desktop computer devices with a range of associated supplies and services. Scottish Procurement currently has an established national collaborative framework for Mobile Client Devices which provides laptops, notebooks and similar portable devices, again with a range of associated supplies and services. This framework is currently due to end in November 2027 but has extension options for a further 24 months and can potentially continue until November 2029. Scottish Procurement is taking the opportunity to determine if combining the Desktop and Mobile Client Device frameworks is viable or desirable, and accordingly, we are seeking the supply market views on this potential route. Please note the estimated value is purely for the Desktop Client Device framework. Additional information: Please see the attached request for information letter for further information.
