## Summary

Devon and Cornwall Police intends to procure on-site staffed security guarding services, primarily at its headquarters in Exeter. The service is expected to provide a 24-hour presence, including staffing the site entrance, monitoring CCTV, carrying out site patrols and undertaking other security-related tasks. This is a security services requirement, covering both guarding and associated site security activity. The stated delivery area is Devon and Cornwall, with the headquarters site in Exeter identified as the main location. The buying organisation is Devon and Cornwall Police; the South-West Police Procurement Service is managing the preparatory market engagement. The requirement is for an ongoing, staffed service rather than a supply of equipment alone, and may suit providers able to combine on-site guarding with monitoring and patrol functions.

This is at the planning stage: the buyer is testing the market and considering routes to market, and has not issued an invitation to tender. Suppliers are being asked to complete a questionnaire; follow-up meetings may be held through Microsoft Teams. Questionnaire returns are expected by 16 October 2026 at 12:00, with meetings potentially taking place after that date. A future procurement notice is anticipated on 1 February 2027. The planned contract period is 1 September 2027 to 31 August 2032. The process is described as above the relevant threshold, while the published estimated value is £0. The requirement is presented as a single lot. Market engagement is voluntary and does not determine eligibility or provide an advantage in any later competition.

The buyer is seeking input from suppliers experienced in staffed security services, particularly providers able to support a round-the-clock on-site operation. Relevant operational capability includes maintaining an entrance presence, monitoring CCTV, conducting site patrols and handling related security tasks. Businesses with experience in delivering these functions together are well placed to contribute to the development of the future specification and to inform the buyer’s choice of procurement route. The stated suitability includes small and medium-sized enterprises and voluntary, community and social enterprises. The buyer invites responses from interested suppliers and may discuss questionnaire responses in follow-up meetings. This stage offers a chance to explain service capabilities and operational expertise while requirements are being shaped; taking part is voluntary and gives no advantage in any subsequent competition. No particular accreditation is identified as a condition for this preparatory engagement.

### Planning Information

THIS NOTICE IS FOR THE PURPOSES OF INVITING SUPPLIERS TO PARTICIPATE IN PRELIMINARY MARKET ENGAGEMENT AND IS NOT A CALL FOR COMPETITION.
The South-West Police Procurement Service (“SWPPS”) is currently undertaking preliminary market engagement and considering route to market options for a future procurement process for on-site staffed security guarding services for Devon and Cornwall Police.
The procurement will consist of the provision of the provision of a 24/7 staffed security service primarily at their Headquarters site in Exeter. This will include maintaining a staffed presence at the entrance to the site as well as CCTV monitoring, site patrols and other security related tasks.
We are seeking engagement from suppliers with experience in the provision of staffed security services, and who can demonstrate the expertise necessary to support this requirement. Responses from all interested suppliers are welcomed. The purpose of the preliminary market engagement, prior to undertaking any future procurement process, is to seek input from the market to inform our requirements, help develop our specification for the services, and identify the most appropriate route to market.
SWPPS invites interested suppliers to complete a short questionnaire and, where appropriate, participate in a Microsoft Teams meeting with the SWPPS Team to discuss their responses in more detail.
If you are interested in supporting SWPPS with this engagement, please respond to this notice by emailing the SWPPS Category Manager at gemma.hawkins@devonandcornwall.pnn.police.uk and we will be in touch with a questionnaire for completion. The closing date for pre-market engagement questionnaire returns is 1200 hours on Friday 16th October 2026. Subsequent Teams meetings may take place after this date.
SWPPS is committed to ensuring fairness, openness and transparency, and to complying with the Procurement Act 2023. This preliminary market engagement notice is issued solely for the purpose of pre-procurement market testing and engagement.
Participation in this preliminary market engagement exercise is entirely voluntary. Suppliers who choose not to participate will not be excluded from, disadvantaged in, or otherwise affected in any subsequent procurement process. Equally, participation in this engagement exercise will not provide any advantage in any future procurement.
This notice does not constitute a call for competition, a commitment to commence a procurement process, or an offer to procure any services, supplies or works. SWPPS shall not be liable for any costs, fees or expenses incurred by any party participating in this preliminary market engagement exercise.
