## Summary

The Highland Council is seeking a shipyard to carry out the detailed design and build of one small electric roll-on/roll-off passenger and vehicle ferry (CPV 34500000, ships and boats) for the Corran Ferry service. The vessel is intended for the Corran–Ardgour route. The shipyard may choose the build location; the vessel’s operational performance is on the Corran–Ardgour route. This is a vessel procurement rather than a general ferry-service contract: the requirement is for a completed new build designed and constructed to the Council’s operational and technical requirements and applicable maritime rules.

The Council invited offers through an open procedure for a single-supplier design-and-build contract. The tender submission deadline was 10 November 2026 at 12:00 UTC; queries were due by 3 November 2026, and proposed contract variations by 16 October 2026. The contract period is 750 days. No overall contract value is stated. The contract draft may be subject to requested variations, which the Council would consider and respond to within five days after the variation deadline; accepted changes would be circulated to tenderers. Quality accounts for 65% of the evaluation and price for 35%. Variant bids are allowed. Bids must be in English and remain valid for 150 days.

This opportunity suits a shipyard with the engineering, design and construction capability to deliver a small electric passenger-and-vehicle ferry, and the capacity to manage a complete vessel build. The successful supplier must meet the agreed operational and technical requirements and comply with classification society and Maritime and Coastguard Agency rules and regulations. The Council will appoint an experienced project team to monitor progress and oversee the design and build at the shipyard. Community benefits are part of the requirement, including project-related jobs, apprenticeships, work placements, education engagement, support for communities and local economic development, environmental and carbon-reduction measures, fair work including the real Living Wage, and prompt payment in the supply chain. The Council may seek reimbursement if agreed benefits are not delivered or fall below the required standard.

## Notice

The Highland Council is seeking to appoint a sole supplier in respect of Shipyard Detailed Design and Build Contract for the procurement of a small, electric roll-on/roll-off passenger and car (ro-pax) ferry for the Corran Ferry service.
