## Summary

The Driver and Vehicle Licensing Agency (DVLA) intends to procure soft facilities management services across its Swansea estate. The requirement is relevant to suppliers able to deliver one or more of cleaning, catering, waste management and pest control across a public-sector estate. DVLA is seeking market input on supplier capability and capacity, innovation, potential delivery models and whether the services should be bundled. Suppliers of all sizes, including SMEs, are welcome to contribute. SMEs may be able to participate directly, in a consortium or as subcontractors. Businesses with experience in these facilities services and the capacity to support delivery across the Swansea estate are well placed to inform DVLA’s developing requirements. Engagement may involve requests for information, questionnaires, virtual meetings, one-to-one discussions or site visits; participation will not affect a supplier’s position in any future procurement.

DVLA is undertaking preliminary market engagement in preparation for a future procurement for Soft Facilities Management Services across its Swansea estate. Interested suppliers are invited to register by emailing Allison.fry@dvla.gov.uk by 23rd October 2026, providing their organisation name, contact details and areas of interest. Information gathered through this process will be used solely to inform DVLA's procurement strategy and future requirements. Participation in this engagement will not provide any advantage or disadvantage in any future procurement.
DVLA welcomes engagement from suppliers of all sizes, including SMEs. The authority is interested in understanding how SMEs may participate either directly, as part of a consortium, or through subcontracting arrangements. The final contract structure and strategy have not yet been determined.
