## Summary

Derby City Council is setting up a multi-supplier framework for highway works, services, materials, equipment and labour across Derby’s road network and related infrastructure. Its 11 lots cover road markings and high-friction surfacing; road barriers; temporary traffic management; traffic signals; multidisciplinary highway schemes; carriageway maintenance and surface treatments; equipment hire; haulage with drivers; asphalt supply; and highways labour support. Work can include planned and reactive maintenance, construction and improvements, specialist services, and associated supply and hire. Individual call-offs may range from small reactive jobs to larger planned maintenance and capital improvement schemes. The framework is intended to support the Council’s existing highway operations and service requirements.

The Council invited suppliers to participate through a two-stage competitive flexible procedure. Stage 1 is a selection questionnaire assessing economic and financial standing, technical and professional ability, and scored questions; up to four highest-scoring suppliers per lot are shortlisted for Stage 2, where they submit pricing, quality and social value proposals. Enquiries were due by 20 October 2026 at 4pm and expressions of interest by 2 November 2026 at noon. The framework term is 1 May 2027 to 30 April 2031. Its stated estimated core value is £71.55 million excluding VAT, with a possible maximum of £107.325 million excluding VAT if local government reorganisation affects requirements. These are estimates, not guaranteed spend. Lot evaluation weights vary: price accounts for 40–70%, quality for 20–50% and social value for 10%.

This opportunity suits suppliers whose established business matches one or more distinct highway disciplines, rather than only firms able to deliver the whole range. Relevant capabilities include road marking and surfacing, restraint systems, traffic management and signals, multidisciplinary civil engineering, carriageway and footway maintenance, plant and equipment hire, operated haulage, asphalt production or supply, and provision of skilled or semi-skilled highway workers. Multidisciplinary contractors may need to deliver construction and potentially design; maintenance providers may undertake planning, surfacing, kerbing and ironworks. Suppliers should be prepared to demonstrate financial standing and technical and professional ability at selection, then provide pricing, quality and social value approaches if shortlisted. Call-offs may be made by direct award or further competition, and appointment does not assure any minimum volume of work. Local government reorganisation could change scope, demand or geographical coverage; compliant product or method improvements may be proposed within a lot’s scope. 福利彩票

Options: Local Government Reorganisation The Contracting Authority has identified Local Government Reorganisation ("LGR") as a potential future event which may affect the delivery and/or administration of the Services during the Contract Term. LGR may result in changes to local government structures, administrative boundaries, functions, responsibilities, service delivery arrangements or the identity of the organisation responsible for the Services The Contract may therefore require modification as a consequence of LGR. Where permitted by the Procurement Act 2023, such modifications may include consequential changes to the scope, geographical coverage, volumes, service requirements, governance and reporting arrangements, and/or arrangements for the transfer of responsibility for the Services to a successor or reorganised local authority. Any modification will be limited to changes permitted under the Procurement Act 2023, including where applicable Schedule 8, and will not change the overall nature of the Contract. Local Government Reorganisation (LGR) proposals continue to be developed across a number of areas and may result in changes to council structures, service delivery arrangements, responsibilities and geographical coverage during the term of this contract. Whilst the final outcome and implementation arrangements remain subject to government decisions and further local development, it is possible that the effects of LGR could lead to changes in service demand and/or the need to extend provision to additional areas, organisations or client groups. The Authority therefore reserves the right to vary the scope and value of the contract to reflect any future changes arising from LGR. For further information, please refer to the Government's Local Government Reorganisation updates: https://www.gov.uk/government/collections/local-government-reorganisation-policy-and-programme-updates The core framework value across all lots is estimated at PS72,000,000 (Excluding VAT) based on current known service requirements. Innovation and Product Development The Council recognises that products, materials, technologies, techniques and methods of delivery within the scope of this Framework may develop during the Framework Term. The Framework is intended to accommodate appropriate developments and innovations within the existing scope of each Lot. The Council may consider such developments when undertaking Call-Offs under the Framework, where permitted by the applicable Call-Off procedure. The inclusion of this provision does not guarantee that any innovative product, technology or solution will be purchased by the Council. A contractor/supplier introducing a new or innovative product or solution shall not acquire an exclusive right to supply that product or solution through the Framework. Innovation and Product Development The Council recognises that products, materials, technologies, techniques and methods of delivery within the scope of this Framework may develop during the Framework Term. The Framework is intended to accommodate appropriate developments and innovations within the existing scope of each Lot. Contractors and suppliers may therefore propose new or improved products, materials, technologies, techniques or solutions where these: Fall within the scope and intended purpose of the relevant Lot; meet or exceed the applicable technical, performance, safety and regulatory requirements; represent an improvement or development of the type of works, products, materials, technology or solutions contemplated by the Framework; do not materially alter the overall nature or scope of the Framework or the relevant Lot; and can be procured through the Framework in accordance with the Procurement Act 2023. Other contractors/suppliers shall be able to offer equivalent or alternative solutions. These can only be accessed via the use of a further competition.

Haulage with Driver

Provide operated hired vehicles to the Client's in-house Highway Operations team so they can carry out a variety of civil engineering schemes across the city of Derby. The core value of this lot is PS1,200,000 EX VAT over the 4 year term. The value plus any options (LGR) is PS1,800,000 EX VAT over the 4 year term.

Due to the potential impact of the Local Government Reorganisation this value may rise. Therefore, the total contract value may rise to PS108,000,000 (Excluding VAT) PS129,600,000 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise. Bidders should take this identified risk into account when preparing their Tender and pricing.
