## Summary

Bolton Metropolitan Borough Council, on behalf of Bolton Cares, is seeking a cloud-based care recording system to replace its bespoke system, which is nearing the end of its life. The system must meet the minimum care recording standards for solutions assured by NHS England. It must support multiple sites, devices and device types, and a range of care settings, from day care and assisted living through to full-time residential care. This is a software and information-systems requirement for Bolton Cares, with delivery in the United Kingdom.

The council invited offers through an open procedure using the Competitive Flexible Procedure, seeking one contractor for a single-lot contract. The tender set a clarification deadline of 26 October 2026 at 16:00 UTC and a submission deadline of 2 November 2026 at 16:00 UTC. The stated contract period is 11 January 2027 to 10 January 2030, with two possible 12-month extensions by agreement, subject to performance and approvals; the maximum stated end date is 10 January 2032. The estimated contract value is £600,000. Evaluation weights quality at 45%, price at 45% and social value at 10%.

The opportunity is suited to suppliers able to provide and support cloud-based digital care-recording software across multiple care sites and a range of devices. The system must serve varied care models, including day care, assisted living and full-time residential provision, and meet the minimum care-recording standards for solutions assured by NHS England. Bolton Cares identifies replacement of its near-end-of-life bespoke system as the purpose, so suppliers should be able to deliver a workable replacement across these settings. The buyer indicates the opportunity is suitable for small and medium-sized enterprises and for voluntary, community and social enterprises. Quality and price carry equal weight in evaluation, with social value also assessed.
