## Summary

Oxford Brookes University is exploring a specialist online programme management (OPM) service to help it build a portfolio of online programmes for international students. The intended work supports the university’s aims to reach a wider and more diverse student population, raise international brand awareness, diversify income and reduce exposure to possible future restrictions on international students studying in the UK. Services may include student marketing and recruitment, course development and delivery, and student support. The work is for online learning provision associated with the university in Oxford; the planned programmes are aimed at international students. The university is using supplier engagement to understand the specialist OPM market and shape what it will ultimately buy.

This is at the planning stage: Oxford Brookes University has stated an intention to procure, but has not yet invited tenders. It is conducting voluntary pre-market engagement to research the OPM market, test the feasibility and deliverability of its online provision, understand supplier capacity and capabilities, and inform its procurement strategy, scope and technical specification. Suppliers are invited to submit a video presentation of up to 20 minutes and a separate questionnaire; the buyer’s stated submission date is 28 October 2026 at 17:00 GMT. Participation will not affect suppliers’ position in a later tender. The buyer expects a five-year contract from 5 May 2027 to 4 May 2032, with an extension possible up to 4 May 2037. The stated gross value is £5 million. The procurement is planned as one lot.

The engagement is relevant to specialist online programme management providers, particularly those able to work with a university on programmes for international students. Oxford Brookes is seeking evidence of how suppliers manage partnerships successfully and deliver OPM services effectively, including lessons learned from previous engagements that can improve future delivery. Suppliers should be prepared to demonstrate relevant capability, experience, approach and innovation in a short video presentation, as well as provide information through the supplier questionnaire. The likely delivery mix spans student marketing and recruitment, course development and delivery, and student support, so providers with joined-up capability across these areas may be well placed to contribute. This is an early market-shaping exercise, not a tender invitation; participation is voluntary and does not confer an advantage or disadvantage in any subsequent competition.

Oxford Brookes University (OBU) is seeking to reach a wider and more diverse student population, increase international brand awareness, diversify its income streams, and mitigate the risk of potential future restrictions on international students studying in the UK. In parallel, the University aims to accelerate its capability and expertise in delivering high-quality online learning. As a result, the OPM project has been strategically prioritised to introduce a portfolio of online programmes for international students, working with a specialist OPM provider. Services may include (but not limited to): Student Marketing and Recruitment, Course Development and Delivery and Student Support.

### Planning Information

Pre-Market Engagement Phase: 
This is an exercise to research and analyse the Online Programme Management (OPM) market and specialist providers.
We are seeking to learn how suppliers manage their partnerships successfully, how they excel in OPM execution and seek any lessons learnt from previous engagements which drive improvements. 
In addition the key objectives of this Engagement are to:
Validate: Test the feasibility and deliverability of OBU online provision. 
Inform: Gain insights into current market capacity, capabilities, and innovative solutions. 
Refine: Use market feedback to shape the final procurement strategy, scope, and technical specification. 
Promote: Raise market awareness and stimulate competition.
As we go to market, we are delighted to invite suppliers to record a video Presentation (a maximum duration of 20 minutes) to demonstrate their relevant capability, experience, approach, innovation and lessons learned in delivering OPM services.
As a separate exercise, a Supplier Questionnaire will also need to be completed.

This stage does not formally commence a procurement process. Participation in this Pre-Market Engagement is voluntary and will not provide any advantage or disadvantage in any subsequent tender process.
