## Summary

Leicestershire County Council is buying research and development for a gambling-harms behaviour change campaign across Leicestershire. The commission covers research, co-production, campaign strategy, creative concept and design of campaign assets; it does not cover campaign delivery. The work should identify suitable channels and methods for future delivery. It aims to increase understanding of gambling-related harms, reduce stigma and encourage earlier help-seeking, drawing on local needs and evidence. The provider will work with the Council’s corporate Communications team and involve people from the target audiences and people with lived experience of gambling-related harm. This is a public health and advertising campaign services requirement (CPV 79341400), delivered in Leicestershire.

The Council invited offers through an open competition below the procurement threshold. The tender deadline was 26 October 2026 at 12:00 UTC; enquiries were due by 19 October 2026 at 11:00 UTC. The contract period runs from 9 November 2026 to 31 March 2027. The estimated value is £49,999 excluding VAT (£59,998.80 including VAT). There is one lot. Evaluation gives quality an 80% weighting and price 20%. Electronic submission is permitted. The contract is for campaign development and design only, with future implementation outside its scope.

This requirement is suited to agencies and consultancies with proven marketing and behaviour-change expertise, particularly those able to research gambling-related harms and turn evidence and local needs into a practical campaign strategy, creative concept and assets. Suppliers need to co-produce work with target audiences and people with lived experience, and to use stigma-free language and a trauma-informed approach throughout. Experience identifying suitable channels and methods for a later campaign would also be relevant, though delivery itself is not part of this commission. The Council expects collaboration with its corporate Communications team. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable bidders. Intellectual property developed under the contract will belong to the Council.

## Notice

Leicestershire County Council is seeking an experienced provider to undertake the research, co-production, development and design of a behaviour change campaign aimed at increasing awareness of and reducing gambling-related harms across Leicestershire. The requirement is for campaign development and design only. Implementation of the campaign is not included within the scope of this commission, but it is expected that the Provider will identify channels and methods for delivery. Gambling-related harm is recognised as a public health issue with impacts extending beyond individuals to families, communities and wider society. Harms can include impacts on mental and physical health, finances, relationships, employment, housing stability, and engagement with support services. Evidence also highlights the need to increase awareness, reduce stigma, encourage earlier help-seeking and improve understanding of the harms. Partners across Leicestershire are already working together in this space and have developed the Leicestershire Gambling Harms Health Needs Assessment (HNA) highlighting that anyone exposed to gambling products is at risk of experiencing the harms. A recommendation arising from the HNA was to produce a campaign to increase understanding and awareness of the harms associated with gambling. The Commissioner requires a Provider with proven expertise in the marketing and behaviour change field to bring together some of the initial work undertaken and identify what a local campaign would look like. The successful Provider will conduct all research and development work to produce a campaign strategy, creative concept and campaign assets that would enable the future delivery of a campaign. The campaign should be informed by local need, grounded in evidence-based behaviour change approaches and co-produced with people within the identified target audiences and those with lived experience of gambling-related harm. The impact of stigma should also be central to this commission and the use of stigma free language and a trauma informed approach implemented throughout the process. The Provider will also be required work with the Council's corporate Communications team. All intellectual property developed through this contract shall belong to Leicestershire County Council.
