This project was originally initiated in 2022 but was subsequently paused due to funding constraints. Funding was secured through the 2025/26 business planning process, enabling the procurement exercise to recommence. 

A competitive procurement process was undertaken, including supplier demonstrations and evaluation against predefined technical, social value, and commercial criteria. Evaluation was based on a weighted methodology of 60% technical (including social value) and 40% commercial, using the 5,506-user licence tier for comparison. 

The final scores were: 

Everbridge (Supplier A): 99.64% 
BlackBerry (Supplier B): 93.15% 

Whilst BlackBerry achieved a slightly higher technical score, Everbridge's significantly more competitive pricing resulted in the highest overall weighted score and therefore represents the Most Advantageous Tender.
