## Summary

Birmingham Community Healthcare NHS Foundation Trust commissioned Autism Spectrum Disorder (ASD) and attention deficit hyperactivity disorder (ADHD) assessments for patients on its Neurodevelopmental Pathway. The service is intended to keep assessments moving, reduce long waits and avoid delays to treatment planning and access to support that could affect patient wellbeing and safety. The procurement covers clinical assessment services; the stated delivery region is the West Midlands. The requirement is focused on assessments for people in this pathway, rather than general mental health or broader healthcare services.

The contract has been awarded to Clinical Partners Limited. The award is active and the contract is active. The contract was signed on 29 September 2026, with a start date of 25 September 2026 and a maximum duration of 12 months. Its value is £5 million. The Trust used a limited award without prior publication of a competition, citing urgent quality or safety concerns and risks to patients. The stated evaluation criterion was price. The procurement description says the urgent arrangement is intended to maintain assessments while a full competitive tender exercise is carried out during the contract period. One bid was recorded for the requirement.

For suppliers preparing to compete for this buyer’s future ASD and ADHD assessment requirement, credibility will depend on being able to deliver clinical assessments for patients on the Neurodevelopmental Pathway at sufficient scale to maintain patient access and avoid long waits. The stated reason for the urgent award was the risk that delays could affect patient safety, wellbeing, treatment planning and access to support, so a capable provider would need to show it can sustain timely assessment delivery and manage service continuity. The award went to a large clinical services supplier, providing an indication of the provider scale selected for this requirement. Price was the stated evaluation criterion; suppliers should therefore be able to demonstrate competitive pricing alongside the capacity to deliver the required assessment service.
