A change of supplier would require significant reconfiguration and potentially modification or replacement of existing infrastructure to achieve equivalent functionality and interoperability. No reasonable alternative has been identified that can be implemented without significant technical complexity, operational disruption, compatibility risks and additional cost.
The direct award therefore provides continuity of this critical service and avoids disproportionate technical difficulties and duplication of costs associated with changing supplier, while remaining within the permitted award mechanism of the GCA RM6259 - Vertical Application Solutions framework."
