## Summary

Star Academies is seeking one supplier to provide building cleaning services at The Valley Leadership Academy. The work covers routine day-to-day cleaning and deep cleaning during school holidays, to maintain a clean, professional learning environment supporting pupils’ education. The service excludes external window cleaning; further tasks are set out in the specification. This is a school-building cleaning contract, covering the academy’s cleaning provision, which is currently managed by an outsourced provider. Star Academies is the buying organisation. The requirement is for a supplier able to deliver a tailored service that meets the Trust’s specific needs and supports ongoing cost savings, rather than simply providing a standard cleaning package.

Star Academies invited offers through an open procedure. The enquiry deadline was 26 October 2026 at 12:00, and the tender submission deadline was 2 November 2026 at 12:00. The expected contract period runs from 1 January 2027 to 31 December 2028, with the possibility of two further 12-month extensions, up to a maximum end date of 31 December 2030, subject to satisfactory performance and both parties’ agreement. The estimated value is £800,000 excluding VAT (£960,000 including VAT). There is one requirement, awarded to a single supplier. Evaluation gives 50% to price for the initial two years and 50% to quality method statements; mandatory exclusion checks also apply. An award decision was scheduled by 3 December 2026.

This opportunity suits established school or commercial cleaning contractors able to manage a dependable building-cleaning service across term-time routines and holiday deep cleans. Bidders need to explain how they apply relevant standards and guidance, recruit and vet staff, provide cover, and manage and supervise the service. The assessment also considers mobilisation, including arrangements relating to TUPE, and methods for securing savings while protecting service costs. Relevant experience and comparable contract examples contribute to the quality assessment, so suppliers should be able to demonstrate delivery of similar work. The buyer is seeking a collaborative provider able to tailor its approach to the academy and sustain service quality over a multi-year relationship. The contract is intended for a single supplier rather than divided among multiple providers.

## Notice

The Trust (Star) is looking to appoint a single Supplier for the supply of building cleaning services at The Valley Leadership Academy. Star's objective is to create a clean and professional learning environment to support our pupils' education provision through both day-to-day cleaning, and deep cleaning provision throughout school holidays. The supplier selected will be able to provide building cleaning services (excluding external window cleaning) as detailed in Schedule 1 - Specification, for a maximum of 4 years. Whilst the tender will be used as a basis for future works and pricing, the Trust are looking to engage a supplier who will work collaboratively and tailor their approach, so that they are able to meet the specific needs of the Trust and driving cost savings on an ongoing basis. More detailed specification requirements are outlined in Schedule 1 - Specification. Currently this provision is managed by an outsourced provider.
