## Summary

Shropshire Towns and Rural Housing Limited (STAR Housing) is seeking suppliers for a framework covering property maintenance, repairs, refurbishment and capital improvement works across its housing stock in Shropshire. The nine lots cover electrical and mechanical work; major works and major void-property refurbishment; healthy homes improvements; drainage; pest control; tree services; scaffolding; and waste management. Healthy homes work includes adaptations, damp and mould remediation, specialist surveys and investigations. Major works may include planned investment and coordinated refurbishment programmes, with a principal contractor responsible for project management and resident liaison. The framework is intended to support safe, compliant homes and improve residents’ living conditions. Waste management is divided into northern, southern and all-area options.

The buyer invited offers through a competitive flexible procedure, beginning with a participation stage before qualifying suppliers were invited to tender. Suppliers could bid for any number of lots, subject to the relevant participation conditions; one supplier could not receive both the major works and healthy homes lots. The enquiry deadline was 28 October 2026, and the participation request deadline was 3 November 2026 at 12:00. The planned contract period runs from 7 May 2027 to 6 October 2031. The published total estimated value is £31,484,122 gross; individual lot values range from £50,204 for pest control to £19,080,000 for major works and major voids. The tender describes a four-year framework. Tender evaluation is weighted 60% quality and 40% price, followed by interview; lot-level criteria specify technical quality.

The framework is divided into specialist trades and services, and each lot is identified as suitable for small and medium-sized businesses. Suppliers can focus on the lot matching their expertise, while the buyer says its proportionate financial and technical requirements are intended to encourage local and regional competition. Bidders should be able to demonstrate the relevant technical capability, financial standing and operational capacity, and deliver work safely and to a consistent standard. Depending on the lot, this means competence in electrical or mechanical installations, major refurbishment and programme coordination, healthy homes remediation and adaptations, drainage response, pest treatment, arboriculture, scaffolding safety, or compliant waste collection and recycling. Major works suppliers need capacity to manage programmes, coordinate specialist subcontractors and liaise with residents. Local labour, apprenticeships and regional supply chains are encouraged.

## Notice

The Major Works & Repairs Framework has been developed to provide STAR Housing with a compliant, flexible and efficient route to procuring a wide range of property maintenance, repair, refurbishment and capital improvement works across its housing stock. Rather than undertaking individual procurement exercises for each requirement, the framework establishes a panel of pre-qualified suppliers who have demonstrated the technical capability, financial standing and operational capacity required to deliver works safely, efficiently and to a consistently high standard. The framework has been designed to improve outcomes for residents by providing timely access to competent contractors, strengthening contract management, improving quality and consistency, and delivering value for money throughout the life of the framework. It also provides STAR Housing with the flexibility to respond to changing operational priorities while maintaining compliance with the Procurement Act 2023 and ensuring a transparent and auditable procurement process. The framework comprises eight Lots covering Electrical, Mechanical, Major Works & Major Voids, Healthy Homes, Drainage, Pest Control, Tree Works, Scaffolding and Waste Management. The specialist Lots have been structured to reflect the scale, complexity and risk associated with each service, with proportionate financial and technical requirements designed to encourage competition and maximise participation from competent local and regional suppliers, including small and medium-sized enterprises (SMEs). The Major Works & Major Voids Lot has been expanded to provide a comprehensive end-to-end solution for larger and more complex programmes of work. In addition to traditional planned maintenance, capital investment and void property refurbishment, the Lot incorporates STAR Housing's Healthy Homes requirements, including accessibility adaptations, damp, mould and condensation remediation, energy efficiency improvements, external works and estate improvements, and planned and reactive highways maintenance. By consolidating these interrelated services within a single Lot and appointing one Principal Contractor, STAR Housing will benefit from clear accountability, streamlined contract management, improved programme coordination and a consistent approach to quality, resident engagement and health and safety across its housing portfolio. The framework also recognises the important contribution local businesses make to the regional economy. Suppliers will be encouraged to maximise the use of local labour, apprenticeships, specialist subcontractors and regional supply chains wherever appropriate. This approach supports economic growth within Shropshire, reduces travel and associated carbon emissions, strengthens supply chain resilience and helps develop long-term partnerships with organisations that understand the local communities and housing stock. Overall, the framework balances robust governance and statutory compliance with commercial efficiency, providing STAR Housing with a procurement solution that delivers value for money, supports excellent resident outcomes and creates sustainable opportunities for competent suppliers to work collaboratively in maintaining and improving the quality of its homes.
