## Summary

Hull University Hospitals NHS Trust, on behalf of the Humber Health Partnership, is seeking an independent healthcare provider to supply additional breast cancer diagnostic clinic capacity and symptomatic breast radiology support. The service covers one-stop triple assessment for new patients on the urgent suspected cancer pathway: clinical assessment, mammography and/or ultrasound, and fine needle aspiration or core biopsy. Each clinic requires a full clinical and support team. Separate radiology support includes breast and axilla ultrasound, imaging and biopsy as required, marker placement, and reporting mammograms, tomosynthesis and post-marker check mammograms. Delivery is planned at Castle Hill Hospital and Diana, Princess of Wales Hospital, with the symptomatic radiology clinics initially at Castle Hill.

The buyer invited offers through the Provider Selection Regime competitive procedure. This is a two-stage selection: stage one shortlists up to five providers, then shortlisted providers complete the remaining questions for final selection. The stated evaluation criterion is price; providers must meet suitability requirements set out in the tender documents. The bid deadline was 21 October 2026 at 12:00. The contract is planned to run from 2 January to 31 March 2027, with options to extend in four three-month periods. The stated contract value is £765,000. This opportunity suits independent healthcare providers able to deliver safe, consultant-led breast diagnostics across multiple hospital sites and supply a complete multidisciplinary clinic team. The required capabilities span breast surgery, radiology, radiography, radiology assistance, breast healthcare assistance and registered nursing, alongside specialist reporting and image-guided procedures. Providers need appropriately qualified and experienced personnel, and the operational capacity to run full-day clinics for up to 25 patients, using morning and afternoon sessions. The radiology service also needs to support weekday symptomatic activity, including mammography and digital tomosynthesis reporting, breast and axilla ultrasound, biopsy and marker placement. Providers with the workforce, clinical governance and scheduling capacity to meet both urgent cancer pathway demand and symptomatic service requirements are best placed to compete.

## Notice

Hull University Hospitals NHS Trust (HUTH) on behalf of the Humber Health Partnership (HHP) plan to work in partnership with an Independent Sector (IS) Provider to facilitate provision of additional "one-stop" outpatient clinic capacity within the Breast Urgent Suspected Cancer (USC) pathway, to proactively manage capacity to maintain the delivery of the Cancer Faster Diagnostic Standard during periods where there is a demand vs capacity imbalance, and symptomatic breast radiology clinic support.

The "One-Stop Triple Assessment Clinic" is a new-patient outpatient clinic that delivers a triple diagnostic assessment in the form of:
* Clinical assessment
* Mammography and/or ultrasound imaging
* Fine needle aspiration or core biopsy

The IS provider will provide a full team of appropriately qualified and experienced workforce for each Breast USC "one-stop" triple assessment outpatient clinic (1 at Castle Hill Hospital and 1 at Diana Princess of Wales Hospital), namely for each site:
* 1 x Breast surgery clinician
* 1 x Radiology clinician
* 1 x Radiographer
* 1 x Radiology Assistant (RDA)
* 1 x Appropriate Breast Healthcare Assistant (HCA)
* 1 x Registered Nurse (RN) Support
Each clinic will be an all-day 25 patient session, utilising both AM and PM clinics. Clinics are expected to be delivered between 08:00 to 18:00 only. The sessions will be arranged initially over the weekends with options to be explored for weekday sessions in the future if required.

The "Symptomatic Breast Radiology Clinic Support" requires the provision of an appropriately qualified and experienced consultant radiologist to support weekday activity. This comprises the imaging component of triple assessment for symptomatic breast imaging and will include reporting mammograms / digital tomosynthesis, ultrasound of breast and axilla with biopsy as required and marker placement. Post marker check mammograms will also need reporting where appropriate. This will focus on patients that are referred into the breast symptomatic service on the Consultant led pathway. The requirement is initially for Wednesday & Thursday clinics at Castle Hill Hospital.

The contract is expected to run with an initial term from 2nd January to the end of March 2027, with options to extend for up to another 12 months subject to demand and internal approvals.

Using the Provider Selection Regime (PSR) Competitive Process the Trust is seeking to appoint a Provider for the provision of Insourced Breast USC One-Stop Triple Assessment and Symptomatic Breast Radiology clinics to be operated at Humber Health Partnership sites.

This will be a 2 stage process. Stage 1 is designed to assess the providers to arrive at a shortlist of the top 5 scoring providers. Stage 2 is for the shortlisted providers to complete remaining questions for the final selection process.
