## Summary

The Department of Finance is preparing a procurement for a new e-commerce solution for Land and Property Services’ Ordnance Survey of Northern Ireland. The service is expected to include development, support and maintenance of the solution, serving the organisation’s mapping and land information needs. The procurement also covers digital, aerial, urban and rural mapping services, alongside software and IT services. The buying department is supported by Construction and Procurement Delivery’s Supplies and Services Division, which provides central procurement services for Northern Ireland central government. The work is for Northern Ireland; the delivery location is recorded at country level. This is a service requirement combining software and online commerce with mapping-related capability.

The process is at planning: the Department has stated an intention to procure, but has not yet issued an invitation to tender. It is conducting preliminary market engagement to gauge supplier interest, gather views on innovative solutions and delivery, identify risks, and inform its business case and procurement strategy. Suppliers were asked to submit an engagement questionnaire by 2 November 2026; the buyer may follow up with online meetings, depending on responses. A further notice is expected around 1 January 2027. The anticipated contract period runs from 30 June 2027 to 29 June 2036. The procurement is planned as one lot. The recorded estimated value is £1, which should not be treated as an indication of the likely contract value. Procedure and award criteria have not yet been set out.

This requirement is likely to suit suppliers able to develop and operate an e-commerce solution for a public-sector land and mapping service, with the capacity to provide ongoing support and maintenance over a long-term contract. Relevant capabilities may include software development, IT systems, digital mapping and online service delivery. Suppliers with experience in aerial, urban or rural mapping may also have useful expertise. The buyer is using market engagement to understand supplier interest, explore innovative solutions and delivery options, identify risks, and shape its business case and procurement strategy. Businesses with practical proposals on these areas can help inform the planned procurement through the engagement exercise. The stated scope suggests a substantial, integrated service, but no specific technical standards, accreditations, selection requirements or evaluation priorities have yet been published. It is at preparation stage, not a bid opportunity yet.
