## Summary

The Welsh Government is buying services to manage and coordinate the Quality Mark for Youth Work in Wales, a national award recognising standards in youth work. The supplier will work with representatives from across Wales’s youth work sector to deliver the scheme and develop it further so that it has greater impact. The work is education and training services, delivered in Wales. This is a single contract rather than a set of separately described lots, and the opportunity is marked as suitable for small and medium-sized enterprises. It is intended for organisations able to support a national quality-mark scheme and collaborate with a diverse youth-work sector, rather than for suppliers offering youth-work delivery alone.

The Welsh Government invited offers through an open procedure. The procurement reached tender, with bids submitted electronically through the BravoSolution e-tendering portal; bids had to be uploaded by 14:00 on 29 October 2026, and questions could be sent until 17:00 on 22 October 2026. The contract is scheduled to run from 1 April 2027 to 31 March 2029, with an option to extend for a final third year, depending on budget availability and performance; the latest possible end date is 31 March 2030. Its estimated value is £110,000 excluding VAT (£132,000 including VAT). Evaluation is weighted 80% to quality and 20% to the commercial response. The award decision was due by 18 January 2027.

This requirement is best suited to a supplier with experience managing quality standards or recognition schemes in youth work, education, training or a related field. Strong partnership and coordination skills will be central: the supplier must work across the Welsh youth-work sector to deliver and develop a nationally relevant award. The weighting places substantially more emphasis on the technical quality of the proposal than on price, so bidders should be able to show a credible delivery approach, sector engagement and a clear plan for making the Quality Mark more impactful. SMEs are explicitly considered suitable, making this a potential fit for a specialist organisation as well as a larger provider. The supplier must also be able to manage finances and records in line with EU audit requirements if EU funding is used.
