## Summary

Durham County Council is seeking a replacement internal audit management software system. The current system is hosted on the Council’s premises; the replacement is intended to support its cloud-first strategy. This is a software supply requirement, classified as an industry-specific software package (CPV 48100000). The procurement is for the Council’s use, with delivery in County Durham. The specification and supplier questionnaire set out the detailed requirements and were available through the Council’s online procurement portal. Suppliers should assess the detailed specification to confirm that their system can meet the Council’s functional and implementation needs.

The Council invited offers through an open competition under a below-threshold procedure. The procurement reached the tender stage. Clarification questions were due by 30 October 2026 at 10:00 UTC, and submissions by 5 November 2026 at 10:00 UTC, through the online portal. The estimated value is £170,000 excluding VAT (£204,000 including VAT). The contract is intended to run from 1 April 2027 to 31 March 2030, with an option to extend once for a further 36 months, subject to satisfactory performance, service continuity and the Council’s future requirements. Price carries 50% of the evaluation; quality accounts for the other 50%, covering the statement of works (20%), system demonstration (15%), training and knowledge transfer (5%), post-implementation support (5%) and desirable functionality (5%).

This requirement is suited to suppliers of internal audit management software able to replace an on-premises system and support a move to cloud-based services. A strong bid will need to explain the proposed system and its implementation in a clear statement of works, demonstrate the system, and show how users will be trained and knowledge transferred. Suppliers should also set out their approach to intensive early support and subsequent support, and identify any desirable functionality their product provides. The combination of a substantial quality assessment and a 50% price weighting means bidders need to show both a credible delivery plan and value for money. Providers with experience implementing comparable audit-management systems and supporting customers through transition are well placed to respond.

## Notice

Replacement of Internal Audit Software system. Full requirements can be found in Document 3a. Contract Specification and PSQ Appendix 1 of the tender documents, which are available free of charge at www.open-uk.org The reason for this procurement is due to our existing Internal Audit Management Software being on premise and the Council is currently undergoing a 'cloud first' strategy.
