The 651-bed hall is mainly made up of ensuite rooms in shared flats of six to eight residents, with shared kitchen, dining and lounge areas, alongside a small number of two-bedroom flats without ensuite bathrooms. The cleaning service is needed to prepare the accommodation for incoming students after rooms have also been let to summer schools and conferences. The scope is based on indicative summer cleaning schedules, which set out the anticipated work and provide a basis for pricing. The requirement is accommodation and building cleaning services delivered at University Locks in Birmingham. The buyer invited offers through an open procedure. The procurement is divided into one lot. Questions were due by 19 October 2026 at 12 noon, and bids by 2 November 2026 at 12 noon. The contract is scheduled to run from 1 June 2027 to 31 May 2030, with the option to extend in yearly increments to 31 May 2032, subject to satisfactory performance. The estimated value is £416,600 excluding VAT (£500,000 including VAT). The buyer set quality at 75% of the evaluation and price at 25%. The stated award decision deadline was 14 December 2026. Suppliers should be able to plan staffing and supervision around schedules that may change from the indicative version as the summer approaches, and manage a service where readiness for new student arrivals is central to successful delivery. ## Notice University Locks is a 651-bed university-managed hall of residence, which provides self-clean accommodation to Birmingham City University students for 41-51 weeks. In addition, the accommodation is let to summer schools and conferences during July and August. This provides a short window to deep clean the accommodation in readiness for new students arriving in September. It is therefore essential that all cleaning is carried out to the highest standard, first and every time, to the proposed schedules. The majority of the rooms are ensuite in cluster flats of mainly 6-8 beds sharing a kitchen/dining/lounge area, with a small number of non-ensuite 2-bed flats. The cleaning schedules provided are indicative of the anticipated cleaning required during the summer and should be used as a basis for the completion of the financial schedule. As the tender process is completed so far in advance of the summer it is to be expected that the actual requirements will vary from those currently indicated in the cleaning schedules. This is for a 3-year term, with the option to extend for 2 years in yearly increments. There is a site visit on Tuesday 13th October between 10am and 12pm.
