## Summary

The London Borough of Enfield’s Start for Life programme includes perinatal support for parents and caregivers from pregnancy until children reach age two. The service covers one-to-one perinatal coaching, crisis outreach, wellbeing workshops and peer support groups, supporting families experiencing mild-to-moderate perinatal mental health difficulties. Delivery is in Enfield. The work is community health support, combining early intervention, practical coaching and group-based peer support for families during the perinatal period.

The process reached an intention to award by direct award under Provider Selection Regime Direct Award Process C, following due diligence against basic selection and key criteria. The notice states that the contract had not yet been formally awarded: the proposed award remained subject to an eight-working-day standstill, with provider representations due by 15 October 2026. The selected existing provider is MIND in Enfield and Barnet. The contract value is £824,540.46; it was signed on 2 October 2026. The proposed service period is up to 30 months. The sole lot is marked cancelled in the procurement data, despite the active award and intention-to-award description. Evaluation was based on the existing provider’s performance and expected ability to deliver to a sufficient standard, weighted 100% to cost.

For organisations competing when Enfield next buys this requirement, relevant capability includes delivering perinatal mental health support to families with mild-to-moderate needs, from pregnancy through a child’s second birthday. A credible provider would need to offer a joined-up local service spanning individual coaching, crisis outreach, wellbeing workshops and peer support groups, with the capacity to support parents and caregivers through different levels of need. The stated selection rationale places weight on satisfactory delivery of the existing contract and confidence in meeting the proposed service standard; evidence of dependable performance and continuity would therefore be commercially important. This is a substantial, multi-component community health service for Enfield’s Start for Life programme, rather than a single intervention or standalone workshop.
