## Summary

North Northamptonshire Council is planning new residential and nursing care services for older people across North Northamptonshire. The scope is expected to cover residential care, nursing care, respite care and Discharge to Assess provision, supporting people who need ongoing care or a short-term placement, including after hospital discharge. The council is working with NHS Northamptonshire Integrated Care Board to explore closer integration in the contractual arrangements; the ICB’s involvement depends on internal governance approval. This is at the planning stage: the council has set out its intention to recommission services, but has not issued an invitation to tender. It anticipates publishing a further procurement notice by 30 April 2027. The expected contract period runs from 1 September 2027 to 31 August 2034. The procurement is being considered as a framework agreement and is treated as a light-touch services procurement. The planned process includes one lot. The council has arranged an in-person market engagement session at Thrapston Council Chambers, Cedar Drive, on 11 November 2026, from 11am to 12.30pm, to explain emerging plans and hear provider feedback. The session is intended for existing and prospective care home providers.

This is most relevant to providers already delivering, or preparing to deliver, residential and nursing care for older people, including respite placements and Discharge to Assess services. The council is seeking input from both established providers and potential new entrants to shape the service and contractual arrangements before procurement begins. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants, so the planned single-lot structure is not presented as excluding them. Providers with the operational capacity to deliver care home services across North Northamptonshire, and the ability to contribute to an integrated approach with health services, may find the emerging scope relevant. The council has not yet set out evaluation criteria or detailed capability and accreditation requirements; its market engagement is intended to inform the future approach. ഉട

The new arrangements will initially cover: * Residential care for older people * Nursing care for older people * Respite care * Discharge to Assess (D2A) provision We are also working with the Integrated Care Board (ICB) to explore opportunities for greater integration within the new contractual arrangements. ICB involvement will be subject to completion and approval of the relevant internal governance processes.

North Northamptonshire Council is pleased to invite care home providers to our first face to face market engagement event as we begin the recommissioning of our Residential and Nursing Care Services for Older People.
This engagement event is an important opportunity for providers to hear about our emerging plans for the recommissioning, understand the proposed direction of travel and provide feedback to help inform the development of the new service and contractual arrangements.
The session will provide an overview of the proposed approach, including the scope of the new contract, anticipated commissioning intentions and procurement process. There will also be an opportunity for providers to ask questions and share their views.
We would strongly encourage existing and prospective providers to attend and contribute to the development of the future residential and nursing care offer across North Northamptonshire.
Further information regarding the procurement timetable and next steps will be shared as the recommissioning progresses.
