## Summary

The Met Office is considering buying verified UK nature-based carbon removal credits. The credits are intended to be retired to support the organisation’s carbon-removal needs, with a small proportion potentially retired earlier to offset business travel on customer-funded programmes. The requirement has changed from an earlier market engagement: it now covers carbon removal credits only, and some responses from that earlier exercise may no longer apply. The work is classified as an environmental service. Delivery is across the United Kingdom. The Met Office is using further preliminary market engagement to explain its revised approach, check terminology and gather market views on its developing requirements and procurement strategy. The engagement is intended to help assess market capability and interest before deciding whether and how to proceed with a future procurement.

This is at the planning stage: the Met Office is seeking market input, not inviting tenders. It held an initial engagement in May 2026 and is undertaking a further engagement to update suppliers on its approach and anticipated procurement timetable, seek feedback on questions arising during tender-document development, and assess interest and capability. The buyer is considering a purchase of approximately £500,000 of credits during financial year 2026/27; the stated gross value is £600,000. The credits are intended mainly for retirement in financial year 2030/31, although a small proportion may be retired earlier. The anticipated contract period runs from 1 February 2027 to 1 April 2031. The engagement date was revised to 19 October 2026. The buyer has not committed to a later procurement, and engagement participation gives no preferential treatment.

This engagement is relevant to suppliers able to provide verified nature-based carbon removal credits sourced from projects in the UK. The Met Office is seeking evidence of market capability and current interest, as well as feedback on its developing terminology, requirements, procurement strategy and draft documentation. Suppliers with experience in credit verification and the supply of UK nature-based carbon removals are best placed to inform the buyer’s assessment of available options. The scale under consideration may suit small and medium-sized businesses and voluntary, community or social enterprises as well as larger suppliers. This is an opportunity to shape the buyer’s understanding before it decides whether to run a procurement; it is not a bid invitation. Participation does not guarantee that a later competition will take place, and suppliers receive no process exemption or preferential treatment.

## Notice

The Met Office undertook an initial Preliminary Market Engagement exercise in May 2026 to understand market capability and potential approaches to the supply of verified UK nature-based carbon credits. All clarification questions raised during the previous PME, together with the responses provided, are included at Annex A for information. Please note: The requirement has changed to verified UK nature-based carbon removal credits only; therefore, some previous PME responses may no longer apply. Since that engagement, the proposed procurement approach and requirement have developed. The Met Office is now considering the purchase of approximately PS500,000 of verified UK nature-based carbon credits during FY 2026/27, with the credits intended to be retired in FY 2030/31. A small proportion of the credits may be retired earlier to offset business travel incurred in customer funded programmes. As the tender documentation has developed, a number of additional questions have been identified where further market insight would be beneficial. The Met Office therefore intends to undertake a further period of Preliminary Market Engagement to inform the market of the revised approach, provide an update on anticipated procurement timelines, seek feedback on the additional questions arising from the development of the tender documentation, confirm our understanding of the terminology, and assess current market interest and capability to participate in the opportunity. The engagement will be used to support the continued development and assessment of the Met Office's proposed approach, including the potential procurement strategy and associated documentation. Feedback received through the engagement will help inform the Met Office's consideration of the available options and whether and how to proceed with any future procurement opportunity. Participation in this engagement does not represent a commitment by the Met Office to undertake a subsequent procurement exercise, nor provide any process exemptions or preferential treatment to any parties expressing an interest. The Met Office will not be liable for costs incurred by any interested party in participating in this exercise. This exercise does not commit the Met Office to a procurement and does not guarantee that a future procurement will take place.
