## Summary

Transport for London plans to replace its Digital Traffic Enforcement System, the technology used to support traffic-order enforcement on the TfL Road Network. The replacement is intended to maintain enforcement capability through migration and afterwards, while improving efficiency, reducing operating and maintenance costs, simplifying the system architecture and supporting future regulatory compliance. It should continue to serve end users and help enforcement teams issue penalty charge notices effectively. The work also covers integration with internal and external systems, improving video quality to support number-plate capture and consistent evidence packs, and migrating the information needed for business continuity before the existing system is decommissioned. This is an IT services project, including software and systems integration, for delivery on the TfL Road Network in London.

The process is at the planning stage: TfL is gathering market input before any invitation to tender. It expects to send prospective suppliers a Market Sounding Questionnaire covering systems-integration approaches, possible delivery timelines, technical questions, a cost breakdown and ongoing maintenance costs. The engagement milestone is scheduled for 18 December 2026. TfL is considering routes to market and frameworks, but has not set out a procurement procedure. The planned contract period is 1 June 2027 to 1 June 2032, with a possible extension to 1 June 2037. The procurement is above the applicable threshold and is arranged as one lot. The lot is marked as suitable for small and medium-sized businesses. No evaluation criteria are set out at this planning stage.

This planned work is likely to suit suppliers experienced in replacing and integrating complex digital enforcement systems, particularly those able to maintain operational continuity while migrating services and decommissioning legacy technology. TfL is seeking practical proposals for a simpler, future-proof architecture that meets regulatory requirements and integrates with internal and external systems. Relevant strengths include video and evidence-system quality, reliable number-plate capture, efficient penalty-charge-notice processing, data migration and business continuity. Suppliers should be ready to explain delivery timelines, technical solutions and how their approach could reduce operating, licensing and maintenance costs. TfL also wants market views on suitable routes to procurement and frameworks. The planned single lot is identified as suitable for SMEs, so smaller specialist providers may find it relevant, including those able to contribute through systems integration or specialist technology.

## Notice

This project seeks to deliver a Digital Traffic Enforcement System (DTES) Replacement Solution that will support the following potential objectives. Suppliers who express interest are asked to consider the following: Objective 1: Gauge supplier knowledge on potential routes to market and possible frameworks to carry out the procurement. Objective 2: Seek feedback on how TfL can ensure continuity of Traffic Order Enforcement on the TfL Road Network (TLRN) with no loss of enforcement capability during transition or following implementation of the replacement solution. Objective 3: Seek feedback on how TfL can deliver a more efficient and cost-effective solution with lower maintenance costs compared to current delivery solution. Objective 4:Seek feedback on how TfL can deliver a solution with a more simplified architecture to future proof technology and ensure compliance with relevant regulatory authorities. Objective 5: Seek feedback on how TfL can provide a solution which continues to be satisfactory by end users and enables effective use of enforcement resources i.e. issuing PCNs effectively and efficiently. Objective 6: Seek feedback on how TfL can ensure that all internal and external systems are integrated for effective delivery. Objective 7: Seek feedback on how TfL can enhance quality of current system and bring video quality up to market standards to increase likelihood of number plate capture and consistency of evidence packs. Objective 8: Seek feedback on how TfL can successful decommissioning of current DTES solution following migration and ensuring all necessary information required for business continuity is successfully migrated and accessible within the replacement solution. Objective 9: Seek feedback on the market's indication of cost and time implications of delivering the works. I.E OPEX Costs, Licencing, maintenance.

### Planning Information

Following this PME, TfL plan to send out a Market Sounding Questionnaire (MSQ) to prospective suppliers who shall be invited to respond with their solutions to the proposal.
As part of the MSQ, suppliers shall be asked to consider solutions regarding Systems Integration, prospective timelines to deliver the project, solutions to technical queries regarding the project and an indication of a cost breakdown to the proposed solution and any ongoing maintenance costs.
Participation or non-participation in this Early Market Engagement exercise will not disadvantage or advantage any supplier's ability to participate in any future procurement activity, including in particular any subsequent procurement process undertaken to deliver the project.
Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, (or any attempt to procure information from any TfL employee or agent concerning this PME outside of the formal process described in this document) may result in the disqualification of the supplier from consideration of any future procurement activity.
TfL is under no obligation to follow up this market engagement exercise in any way or with any interested parties.
