## Summary

Leicester City Council is procuring a Domestic Abuse Locality Service for people using the Council’s domestic abuse safe accommodation in Leicester. The service provides wraparound support intended to reduce the risk of further abuse and help people achieve sustained wellbeing. Work includes resettlement support, help to manage safely, advocacy, domestic abuse training, community engagement and specialist support for people in Sanctuary accommodation. Partnership working, particularly with housing and adult social care, is central to delivery. The service is a social work support service delivered in Leicester. The requirement is grouped as one lot and is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The procurement is complete and Living Without Abuse has been selected as supplier. The Council used a direct award, citing the need to maintain continuity in safeguarding and support pathways while future commissioning arrangements are developed amid local government reorganisation. The award value is £726,000 excluding VAT (£871,200 including VAT). The recorded contract period runs from 1 April 2027 to 31 March 2028, with an extension option taking the maximum end date to 31 March 2029. The award is dated 5 October 2026. The Council’s stated justification was that changing provider could cause disproportionate operational difficulty and disrupt established arrangements. Future commissioning was to be developed collaboratively with relevant councils and the police and crime commissioner or equivalent.

For suppliers interested in this buyer’s future domestic abuse support requirement, the award shows that credibility rests on delivering connected, specialist support for people in safe accommodation, rather than a single isolated service. Relevant capability includes safe resettlement and advocacy, support for Sanctuary accommodation, training and community engagement, with effective coordination across housing and adult social care. Providers need to demonstrate robust safeguarding practice and the ability to maintain consistent support pathways for service users. The Council relied on continuity with the existing provider to justify this direct award, so a future entrant would need to show how it can protect service continuity while working across local authority and other partner arrangements. The procurement was a single lot and was identified as suitable for SMEs and voluntary, community and social enterprises.

## Notice

Domestic Abuse Locality Service (DALS), includes wraparound support for those in Leicester City Council's domestic abuse safe accommodation to reduce the chance of revictimization and improve sustainable wellbeing. This includes resettlement, support to safely manage, advocacy, delivery of domestic abuse training, community engagement and specialist support for those in Sanctuary accommodation. Partnership work is also central, particularly with housing and adult social care. The direct award is justified in line with Schedule 5, Paragraph 7 of the Procurement Act (additional or repeat goods, services or works). This justification applies where the services are to be provided by the existing supplier and a change in supplier would result in services that are different from or incompatible with those currently being provided, giving rise to disproportionate operational difficulties. The Council considers that introducing a new provider during this period would create disproportionate operational difficulties and increase the risk of disruption to established safeguarding arrangements and continuity of support for service users. A strictly time-limited direct award of 24 months is therefore considered necessary to maintain continuity of service And to allow the relevant time for future commissioning arrangements to be designed and procured in collaboration with the Office of the Police and Crime Commissioner (or equivalent body), Leicestershire County Council and Rutland District and County Council.

### Procurement Information

Because of the uncertainty around Local Government Reorganisation and the wider service position involving local authorities and the Police commissioner. A direct award for a limited period of 12 months with a possible extension of 12 months is necessary to ensure the continued provision of our essential domestic abuse services and maintain consistent pathways for the residents of Leicester City accessing this service. This will also allow the relevant time to allow future commissioning arrangements to be designed and procured in collaboration with Leicester County and in line with the implications of the recent LGR announcement. The proposed direct award will be undertaken in accordance with the Procurement Act 2023. Under direct award justification contained in Schedule 5, Paragraph 7 (additional or repeat goods, services or works). This justification may apply where the services are to be provided by the existing supplier and a change in supplier would result in services that are different from or incompatible with those currently being provided, giving rise to disproportionate operational difficulties. The Council considers that introducing a new provider during this period would create disproportionate operational difficulties and increase the risk of disruption to established safeguarding arrangements and continuity of support for service users. A strictly time-limited direct award of 12 months with a possible extension of 12 months is therefore considered necessary to maintain continuity of service provision whilst future commissioning arrangements are developed collaboratively across Leicester, Leicestershire and Rutland and aligned with the implementation of the new unitary authority arrangements.
